About The Position

The Health Services Manager develops, directs, and oversees agency health care services across Progress Valley programs. This position assists in the development of agency policy related to health care issues; manages, supports, and develops nursing staff; oversees compliance with medication self-administration, medication control, and health care documentation; and ensures health-related services are delivered in a manner consistent with agency policy, licensing requirements, and client needs. The Health Services Manager oversees nursing responsibilities at all locations requiring these services and develops, coordinates, and facilitates health-related training, including medication monitoring, First Aid/CPR, blood borne pathogens, universal precautions, HIV, TB screening requirements, and other topics necessary for staff and program participant learning. Success in this role requires sound clinical judgment, innovation, flexibility, effective time management, strong organizational skills, creativity, and the ability to exercise discretion while managing multiple priorities. Requirements

Registered Nurse with valid Minnesota State nursing license.
Five or more years of psychiatric and/or chemical dependency nursing experience preferred.
Five or more years of experience supervising nursing services at a substance use disorder and/or mental health facility preferred.
Working knowledge of the chemical dependency treatment continuum.
Excellent oral and written communication skills.
CPR/First Aid trained; Certified CPR Instructor preferred.
Ability to structure time well, develop priorities, exercise sound judgment, and manage multiple responsibilities.
Ability to relate to people from diverse backgrounds with professionalism, respect, and cultural awareness.

Must be able to pass DHS Rule 11 background check.
Current two-step Mantoux/Tuberculosis Skin Test, TB Gold test, or ability to obtain.

Responsibilities

Provides compassionate, respectful, and clinically appropriate health care support to clients while promoting safe, person-centered services across all programs.
Provide health care services to program clients, as needed.
Conduct client health assessments on adult clients, as needed, and develop medical or health plans with clients.
Educate clients on health care issues and support clients in understanding medication, wellness, and follow-up care needs.
Assist clients in obtaining new medications and refills, scheduling necessary health appointments, and addressing health-related needs appropriately.
Collaborate with external health professionals regarding client care and communicate relevant medical concerns to the treatment team.
Oversee and review medication audits from all program sites and provide appropriate follow-up and supervision to ensure compliance with internal medication and health care policies.
Conduct regular audits of client medical charts to ensure compliance with internal medication and health care policies and document findings and recommendations.
Adhere to applicable laws, regulations, and agency policies related to the protection of client confidentiality.
Supervise or complete the destruction and disposal of medications, narcotics, and sharps containers in accordance with agency and community policies.
Oversee administration of client accounts with the preferred pharmacy, monitor usage for accuracy, collect medication co-pays, submit payments to the business office, and reconcile payment accounts monthly.
Communicate client conditions and medical concerns to the treatment team and document recommendations and care provided.
Consult with the treatment team regarding clinical health issues, medication concerns, medical emergencies, and program appropriateness related to physical health.
Assist treatment staff by screening potential clients for program appropriateness with regard to physical health.
Attend leadership meetings, staff meetings, clinical meetings, and other meetings as needed.
Report vulnerable adult concerns to the Program Manager or external common entry point, as appropriate.
Recruit and hire, in collaboration with the Senior Director of Clinical Services, and supervise, develop, and evaluate agency nursing staff.
Direct managers on staffing, training, motivating, performance appraisals, goal development, systems, and procedures to support achievement of program and agency goals.
Develop and assist with training for program staff on monitoring the self-administration of client medications, and verify competency of appropriate staff members.
Develop and maintain orientation and ongoing training for agency employees on health policies and health-related topics.
Work with Human Resources to ensure annual health training of staff on HIV, blood borne pathogens, universal precautions, First Aid, CPR, and other required topics.
Monitor staff adherence to licensing regulations, including completion of TB screening and First Aid/CPR certification.
Maintain on-call nursing rotation as appropriate for agency needs.
With the Senior Director of Clinical Services, develop and maintain processes for managing program participant medical emergencies and intoxication procedures.
Address and follow up on client medical emergencies, and document recommendations on all medical-related incident reports.
Monitor client self-administration of medication, as appropriate, and provide follow-up regarding care and updated recommendations as necessary.
Inventory and maintain facility medical supplies and first aid kits, documenting findings as required.

Assist the Chief Operating Officer (COO) and Senior Director of Clinical Services in developing agency policy related to health care issues, including medical, mental health, and self-administration of medications.
Participate in continuing education and training in compliance with applicable laws, regulations, and agency policies.
Evaluate health service processes, medication systems, training needs, and documentation practices, and recommend improvements as needed.
Support innovation, creativity, flexibility, and evidence-informed practice in agency health services.
Perform other tasks and duties as assigned by supervisor or management.
Has the authority to hire or terminate employees after consultation with and approval from the Senior Director of Clinical Services and Human Resources.
