THE WORK: Youâll serve as the Ownerâs HSE lead overseeing and validating the EPC contractorâs construction execution for a transmission compressor station. Youâll ensure compliance with Owner HSE standards, federal and state regulatory requirements (including OSHA and PHMSA 49 CFR 192/195), and industry construction best practices. Youâll provide direct oversight of field safety performance and verify contractor adherence to approved HSE plans. Youâll support safe construction delivery aligned with project milestones as a core member of the Ownerâs construction management team, reporting to the Project Director / HSE Director. Youâll conduct regular field observations, safety walks, taskâspecific risk assessments (JSA/JHA), toolbox talk participation, and verification of safe work practices. Youâll lead or oversee incident investigations, root cause analyses, and the implementation of corrective and preventive actions. Youâll monitor EPC contractor compliance with construction HSE plans, including lift plans, excavation and shoring, hot work controls, LOTO, electrical safety, confined space entry, PSSR, and pipeline construction safety protocols. Youâll review and validate EPC contractor HSE documentation such as permits, risk assessments, SIMOPS plans, method statements, and environmental controls. Youâll track and analyze HSE leading and lagging indicators, construction safety metrics, and trends to identify prevention opportunities and drive accountability. Youâll provide HSE briefings and reporting to Owner leadership, the construction management team, and external stakeholders as required. Youâll participate in constructability reviews, design reviews, and hazard identification (HAZID) sessions to embed safety throughout engineering and construction phases. Youâll support contractor management processes, including HSE onboarding, competency verification, and performance evaluations. Youâll coordinate closely with Owner, EPC, and subcontractor teams to manage SIMOPS, environmental compliance, and emergency response readiness across a multiâcontractor construction site. Youâll maintain a strong field presence, mentoring contractor and Owner personnel to foster a proactive safety culture. Youâll ensure compliance with all applicable federal, state, and local regulations related to pipeline and compressor station construction. Youâll perform additional duties as required in support of safe construction oversight (less than 5%).
