About The Position

This position serves as the Deputy Bureau Chief for Mental Health Programs within the Division of Public and Behavioral Health, Wellness and Prevention unit. The role provides high-level leadership and strategic direction for statewide mental health initiatives, aiming to advance systemwide goals through a cohesive vision. The incumbent will lead complex program portfolios, manage multifaceted budgets from various funding streams, and oversee program development, implementation, and evaluation to ensure high-quality, evidence-informed mental health services. This leadership role involves coaching, staff development, performance management, and fostering a culture of accountability and continuous improvement. The Deputy Bureau Chief will also support the Bureau Chief in legislative and administrative meetings, representing the Bureau with professionalism.

Requirements

  • Bachelor's degree from an accredited college or university in public health, human services, social science, behavioral science, special education or related field.
  • Five years of increasingly responsible professional experience in a health-related field.
  • Three years of experience included budget preparation and control, program planning and evaluation, and interpretation and implementation of complex regulations.
  • Two years of the three years of experience must have included supervision of professional staff.
  • OR one year of experience as a Health Program Manager II in Nevada State service.
  • OR an equivalent combination of education and experience.
  • Working knowledge of program management principles and practices.
  • Working knowledge of techniques and principles of administration and fiscal management related to program operations.
  • Working knowledge of delegation of responsibility, workload analysis and coordination of the efforts of professional and support staff.
  • Working knowledge of contract development, negotiation and administration.
  • Working knowledge of grant application and administration procedures.
  • Working knowledge of principles of training and supervision.
  • Working knowledge of principles and practices of fiscal management as applied to developing initial budget recommendations and day-to-day maintenance of the legislatively approved budget.
  • Ability to organize, coordinate, and direct the activities of professional staff and clinicians in a specified health program.
  • Ability to effectively manage program staff engaged in providing and coordinating health services on a statewide basis.
  • Ability to administer multiple program activities.
  • Ability to resolve complex issues and problems related to health service delivery.

  • Develop and analyze data related to performance indicators, quality assurance, client numbers, and program growth projections.

  • Develop and conduct surveys and assessments to determine health needs and problems.
  • Design, formulate, establish, and implement methods, standards, and data collection techniques to evaluate program outcomes.
  • Analyze, prepare, and present data to administration, related programs, agencies, advisory boards, the legislature, and other interested parties.
  • Adjust priorities based on agency and program needs.
  • Work cooperatively with other agencies, professionals, civic groups, community leaders, and consumers.
  • Coordinate and participate in task forces and other work groups.
  • Establish new program directions, and draft legislation/regulations.
  • Develop recommendations regarding actions that affect ongoing and planned program services.
  • Testify at legislative hearings.
  • Conduct public education, outreach campaigns, and promotional activities.
  • Plan, organize, and participate in special projects and activities.
  • Develop and prepare comprehensive narrative and statistical reports.
  • Conduct or attend meetings and conferences.
  • Prepare special reports and make presentations to a variety of groups.
  • Perform related duties as assigned.
  • Manage a staff which includes both supervisory and professional staff engaged in the provision of health-related services.
  • Be responsible for long range, broad-based planning and policy development.
  • Control and administer multiple complex funding sources and budgets.
