About The Position

The Technical Program Manager 3 will play a critical role in driving the successful planning, execution, and delivery of strategic initiatives within the Tualatin DFBU APPs Lab. This includes coordinating greenfield facility development, equipment installation, commissioning, qualification, and readiness activities to support business growth and operational excellence. Working across a diverse set of stakeholders, the role ensures projects are delivered safely, efficiently, on schedule, and aligned with organizational objectives. The leadership provided will help transform complex plans into successful outcomes while enabling the expansion of laboratory capabilities and infrastructure.

Requirements

  • Bachelor's degree in Engineering, Project Management, Construction Management, Operations, or a related technical field with 5+ years of relevant experience; or a Master's degree with 3+ years of relevant experience.
  • Experience managing facility development, capital projects, equipment installation, commissioning, qualification, and operational readiness activities.
  • Proven experience leading cross-functional projects within the semiconductor, advanced manufacturing, or related high-technology industries.
  • Experience managing project schedules, milestones, budgets, risks, and resource planning throughout the project lifecycle.
  • Demonstrated success coordinating engineering, facilities, operations, supply chain, quality, suppliers, contractors, and external vendors.
  • Experience with project planning and scheduling tools such as Microsoft Project, Primavera, or Planview.
  • Proficiency in Microsoft Office applications, including Power BI, Excel, PowerPoint, and related productivity tools.
  • Strong analytical and problem-solving skills with the ability to leverage data for decision-making and project reporting.
  • Excellent organizational skills with the ability to manage multiple priorities in a fast-paced environment.

Nice To Haves

  • Experience managing semiconductor facility expansion, laboratory development, or capital equipment deployment projects.
  • Experience supporting semiconductor process equipment installation, qualification, startup, and production readiness activities.
  • Knowledge of semiconductor manufacturing operations, cleanroom infrastructure, and facility support systems.
  • Experience leading greenfield facility projects, technology transfers, or major laboratory build-outs.
  • Excellent verbal, written, presentation, and stakeholder management skills.

Responsibilities

  • Lead the planning, coordination, execution, and monitoring of greenfield projects within the Tualatin DFBU APPs Lab.
  • Drive project schedules, establish priorities, identify challenges, and implement corrective actions to ensure successful project delivery.
  • Monitor program performance and ensure milestones are achieved within scope, schedule, and budget objectives.
  • Partner with engineering, supply chain, facilities, operations, quality, consultants, suppliers, and vendors to execute project objectives.
  • Collaborate closely with functional leaders to gather requirements, align deliverables, and coordinate execution plans.
  • Facilitate decision-making across schedule, cost, and performance trade-offs, escalating issues and recommendations when necessary.
  • Develop, maintain, and manage comprehensive integrated project schedules across multiple workstreams.
  • Coordinate timelines for facility readiness, equipment installation, qualification, documentation, training, and process transfers.
  • Drive alignment between project activities to ensure seamless transitions across project phases.
  • Establish and maintain program risk registers, identifying and managing schedule, resource, technical, and execution risks.
  • Develop mitigation strategies, track corrective actions, and drive issues to closure.
  • Escalate critical risks and dependencies that may impact project milestones, operational readiness, or business objectives.
  • Deliver clear, concise, and actionable communications to leadership and cross-functional stakeholders.
  • Provide regular project status updates, executive summaries, performance metrics, and data-driven insights.
  • Foster alignment across global stakeholders by ensuring consistent communication of priorities, risks, decisions, and expectations.
