Specific Duties and Responsibilities include: This is a professional position having supervisory and administrative responsibility for planning, organizing, directing, and coordinating a detailed clinical records service at a psychiatric hospital. Supervises the function and staff of the Health Information Services Department, which includes active residents’ medical records, discharged records, release of information, master resident index, form management, record management/retention, medical record forms maintenance and supply. Supervisor Management Responsibilities: Directly supervises two Health Information Specialist Supervisors, who provides direct supervision to the Health Information Staff and monitor all activities related to the maintenance of all residents medical records, ensuring compliance with appropriate policies and guidelines, the master resident index and hospital numbering system, the release of medical record information function, discharge medical records retention, the maintenance of the Hospital cemetery records and preparation of death reports, provision of all medical record supplies hospital-wide; hospital-wide record management and retention process; and auditing medical records. Daily supervision of Word Processing Systems Operators, who are responsible for typing all court reports, medical consults, and psychiatric reports for the hospital. Maintains daily comprehensive tracking system of all court reports in order to track compliance with number of days to restoration of competency. Medical Record Management Responsibilities: Plans and coordinates clinical record activities throughout the hospital to ensure quality clinical records. Coordinates all aspects of record maintenance, including processing, filing and retrieval, retention, and security of records. Writes and updates policies and procedures covering all clinical record service functions. Serves on committees and work groups relating to medical records and participates in quality management functions. Chairs the multi-disciplinary medical record committee. Provides staff support to such committees. Provides consultation to staff throughout the hospital on technical and administrative aspects of clinical record policies, procedures, and methods. Ensures that clinical records meet all agency requirements. Assists in data collection for research activities, ensuring resident confidentiality. General Management Responsibilities: Maintains and improves professional knowledge and skills by participation in workshops and conferences. Participates in and conducts staff meetings and in-service programs. Prepares budgets for the department and maintains control over expenditures. Determines need for new equipment and supplies and supervises the acquisition of such. Makes quarterly visits (more often if needed) to each resident unit for review of records and procedures. Prepares written reports for Unit Directors and Health Information Specialists/Health Information Specialist Supervisors to correct any deficiencies found. Performs related duties as required.
