About The Position

This position's role within the Florida Department of Environmental Protection’s (DEP) Division of State Lands is Florida’s lead agency for environmental management and stewardship, is serving as staff to the Board of Trustees. The Division’s Budget/Administrative Section is responsible for administrative support for the day-to-day operations in the Division of State Lands. This includes all procurement activities as well as some organizational support and other miscellaneous assignments.

Requirements

  • Knowledge of: Policies and practices involved in personnel/human resource functions; numbers, their operations, and interrelationships including basic arithmetic and its application; the State financial systems including accounting/fiscal skills, budgeting, and/or purchasing abilities; principles and processes involved in business and organizational planning, coordination and execution; office procedures and practices; the methods of data collection which include how to find information and identifying essential information; the principles and techniques of effective verbal and written communication.
  • Ability to: Understand and apply applicable rules, regulations, policies and procedures; plan, organize and coordinate work activities; review data for accuracy and completeness; establish and maintain effective working relationships with others; operate a personal computer; work independently; identify problems, suggest solutions and proceed with implementation; supervise others; and demonstrate teamwork.
  • Possess a valid driver’s license
  • This position is designated as a Position of Special Trust in accordance with DEP Directive 422, Positions of Special Trust or Responsibility. Successful completion of background screening will be required for this position.

Responsibilities

  • Communicates with, motivates, trains, and evaluates employees; planning and directing employees’ work; has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees and/or effectively recommend such action.
  • Supervises, consults, and coordinates with staff and other DEP personnel to investigate, assess, analyze, and make recommendations on finance and accounting, budget, purchasing, contracts, training/travel, and other administrative issues. Consults with management on budget issues. Oversees the Division of State Lands’ budgets to ensure compliance with departmental and state requirements.
  • Manages and tracks the bureau budgets. Reviews budget, identifies administrative/operational problems, and develops and implements solutions to such problems. Identifies and proposes budget resources to management. Assists management with gathering budget information, provides spreadsheets, and compiles reports for frequent review and discussion.
  • Assists supervisor with preparation of the Legislative Budget Request, budget amendments, allotments, salary projections, monthly reports, budget tracking, spreadsheet updates, FLAIR reconciliation, corrections, transaction history research, and other financial duties of the Division of State Lands.
  • Assists Bureau Chiefs with administrative support functions for the Division of State Lands. This includes coordinating and monitoring work assignments and establishing performance measures for subordinates to ensure compliance with established policies and procedures of administrative management. The administrative support functions include, but are not limited to, tracking projects, main phone line, electronic conversion of division records, management of office space, property and equipment, supports the FLEET and Property coordinator roles of the purchasing team, including use of MyFloridaMarketPlace; and other general administrative tasks. Responsible for the establishment, implementation, and review of administrative and operational procedures to maximize efficiency and quality of work.
