The Health Information Manager is responsible for directing, planning, coordinating, and administering the medical records program of the hospital. This role involves supervising and managing department operations, including the function of utilization review as required by public law and other agencies. Work is performed in accordance with hospital rules and regulations, the Joint Commission on Accreditation of Hospitals (JCAH), the state Board of Health (BOH), and state statutes of privileged information. The position reports to the Director of Finance and supervises the Assistant Director of Medical Records, Utilization Review (UR) Coordinator, and Medical Records employees. The Medical Records Director also interacts with administration, physicians, and other department personnel, particularly the nursing service and business office, department directors, other health providers, third-party payors, attorneys, and JCAH and state BOH surveyors and the hospital attorney. The role ensures that medical records are complete and accurate, conform to accepted JCAH and state BOH standards, and involves reporting variations and new regulations to the Medical Records Committee. Responsibilities include supervising the checking of charts for deficiencies, reporting physicians with delinquent charts, and supervising and coordinating personnel engaged in all medical records functions. Training personnel in various aspects of medical records management, including coding, indexing, filing, and computer services, is also a key function. The manager supervises and monitors the release of confidential information, compiles statistical information, and participates in various hospital and medical staff committees. This role also involves informing medical staff committees of regulatory requirements, appearing in court to testify to the authentication of medical records, and monitoring supply requisitions and equipment needs. Additionally, the Health Information Manager is responsible for managing computer services, surveillance of communicable diseases, reporting vital records, and managing utilization review requirements to meet state and JCAH regulations. Providing diagnosis codes to the Fiscal Services Department for insurance claims is also a responsibility.
