About The Position

The Hamilton County Health & Social Services Division has a responsibility to respond quickly and efficiently when public health emergencies occur. All Hamilton County Health & Social Services Division employees are responsible for ensuring their contact information is current and they are accessible should a public health emergency arise. The Hamilton County Health & Social Services Division maintains a call down system to store contact information and mobilize staff in the event of an emergency. During a public health emergency, all staff are required to respond should a call to mobilize be made. During a public health emergency, work hours for any and all Hamilton County Health & Social Services Division employees are subject to modification to meet the needs of the community. Under general supervision, analyzes and resolves software needs related to the Hamilton County Health & Social Services client application software packages. Conducts database mining and querying while functioning as backup to the Health Data System Manager. Develops and manages data systems related to performance improvement.

Requirements

  • Knowledge of federal, state, and county laws, rules, regulations, practices and procedures related to computer information systems and security applications.
  • Knowledge of database and report writing methods, practices and procedures.
  • Knowledge of software systems analysis methods and practices
  • Knowledge of various electronic health record systems
  • Knowledge of customer service/public relations practices.
  • Knowledge of security best practices and system administration.
  • Skill accurately entering and retrieving data base information.
  • Skill analyzing customer/client needs
  • Skill learning and implementing new technologies and tools to better serve the end user.
  • Skill utilizing verbal and written information in responding to inquiries from end users.
  • Skill utilizing customer service techniques when responding to inquiries and complaints.
  • Skill establishing and maintaining effective working relationships.
  • Skill effectively communicating in both oral and written form.
  • An Associate’s Degree in Computer Information Systems or a closely related field with three (3) years of direct work experience in application software that includes systems analysis and report writing.
  • A valid driver’s license is required.
  • OR The equivalent of a high school diploma with five (5) years of direct work experience in application software that includes systems analysis and report writing.
  • A valid driver’s license is required.

Nice To Haves

  • Work experience in the health care field is preferred.

Responsibilities

  • Works within the health care client application software currently operating on the cloud based Electronic Health Record (EHR) to address problems/needs and recommend solutions.
  • Monitors system performance and data integrity within the database.
  • Conducts database mining and query functions for statistical analysis, editing, grant reporting and other purposes as requested.
  • Maintains files and tables in the health care client application software and EHR under the direction of the Health Data System Manager.
  • Assures system security of the EHR system and client application software as well as all supporting portals using security best practices as well as following HIPAA security regulations.
  • Works with staff and the Health & Social Service Divisions’ contracted billing company to resolve problems as well as identify needs.
  • In cooperation with the Administrator and Directors, develops, implements, and manages performance improvement metrics.
  • Learns and implements new technology and software as needed.
  • Performs other related duties as assigned.
