About The Position

The Health Care Program Manager supports and advocates on behalf of Grant County to improve the quality of life and address the health needs of county residents. This position coordinates with local, regional, and state agencies and community organizations to strengthen county systems, develop effective procedures, and improve access to behavioral health and health care services. The Health Care Program Manager provides leadership and administrative oversight for County behavioral health initiatives, including substance use and mental health programs, community partnerships, the County DWI Prevention Program, and administration of the Indigent and County Health Care Fund. The position is responsible for policy development, budget oversight, grant compliance, program coordination, and collaboration with a wide range of community stakeholders.

Requirements

Bachelor's degree in Behavioral Health, Psychology, Social Work, Public Health, Public Administration, Criminal Justice, or a closely related field.
Two (2) years of experience in behavioral health, social services, public health, case management, community outreach, program coordination, or a related field is preferred.
Experience administering grants and state-funded programs is preferred.
Must possess and maintain a valid driver's license.
Must successfully pass a pre-employment drug and alcohol screening.

Microsoft Office Suite and virtual meeting platforms.

Ability to interpret and ensure compliance with grant requirements, state regulations, and County policies.

Responsibilities

Develop and maintain collaborative relationships with behavioral health, housing, healthcare, criminal justice, education, and community partners.
Support behavioral health and medical services within the Grant County Detention Center, including coordination and assistance with the RISE Program.
Administer the Indigent and County Health Care Fund, including reviewing and processing comprehensive health services claims.
Participate in the preparation, administration, and monitoring of program budgets; develop budget recommendations and ensure fiscal compliance.
Develop, implement, and maintain policies and procedures related to assigned programs.
Serve as the County liaison to the Grant County Health Council, Tu Casa, Senior Services, the Opioid Remediation Collaboration, Region 6 Behavioral Health Reform and Investment Act initiatives, and other community organizations.
Participate in Region 6 Behavioral Health Reform and Investment Act planning activities and implementation efforts.
Coordinate and support Crisis Intervention Training (CIT) initiatives and other behavioral health response programs.
Oversee the County DWI Prevention Program and ensure compliance with applicable state requirements.
Maintain accurate documentation for funded programs, grants, contracts, services, and program activities.
Facilitate communication and collaboration among counties, behavioral health providers, hospitals, schools, law enforcement agencies, and community organizations.
Conduct outreach and coordinate behavioral health initiatives, including crisis response services, outpatient services, prevention programs, and supportive services.
Prepare reports, grant applications, meeting agendas and minutes, project summaries, and required program documentation.
Ensure compliance with applicable federal, state, county, and grant requirements.
Perform other related duties as assigned.
