About The Position

The Texas Health and Human Services Commission’s Medicaid CHIP Services division is hiring a Program Specialist IV to provide highly complex consultative and technical assistance to the Intellectual and Developmental Disabilities Program Eligibility and Support unit. The position supports the unit’s work to ensure eligible Texans are enrolled in programs for people with intellectual and/or developmental disabilities, including HCS, TxHmL, ICF/IID, and related programs. The role reports to the Unit Manager and works as a team member supporting unit functions. The position reviews and processes HCS and TxHmL enrollments, transfers, terminations, and suspensions; monitors enrollment activity, including Individual Plans of Care and Level of Care/Level of Need determinations; and reviews program data to assess the need for oversight. It monitors provider and LIDDA inquiries and supports timely resolution. The role analyzes enrollment, eligibility, and program trends to resolve technical problems, recommend process improvements, and prepare reports and other requested program information. It also develops and revises review tools, conducts staff training, and collaborates with program staff and cross-agency workgroups on program initiatives. The Program Specialist IV may represent the agency in fair hearings and, when the HCS/TxHmL/ICF Unit Manager is absent, leads work prioritization by assigning provider deliverables to designated unit staff. The position works under limited supervision, with moderate latitude to use initiative and independent judgment. It is full-time, day shift, based in Austin, and eligible for telework, subject to agency policy, supervisor discretion, and business needs. Travel is up to 5%.
