About The Position

This position supports statewide oversight, coordination, and planning for hazardous materials response programs. It also assists agencies and local committees in strengthening their emergency preparedness efforts. As a HAZMAT Emergency Management Specialist, you will perform the following duties: Program Coordination: Manage statewide certification and operational program activities for hazardous materials response teams Policy Review: Evaluate policies, reports, and guidance documents while ensuring accurate and complete hazardous materials response information Plan Development: Support the creation and review of offsite emergency response plans and training standards for hazardous materials preparedness Technical Assistance: Provide guidance, training support, and program expertise to county emergency planners and related agencies Data Management: Maintain and update hazard response databases and contribute to reports, grant materials, and program documentation Field Support: Participate in exercises, inspections, and outreach visits to ensure consistent program implementation across the Commonwealth.

Requirements

  • Successful completion of the Emergency Management Trainee program (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration)
  • Two years of professional experience in the development, coordination, or promotion of emergency management programs such as disaster relief, public safety, flood mitigation and resiliency, and emergency management in government, industry, education, or the military; and a bachelor’s degree
  • An equivalent combination of experience and training that includes one year of professional experience in the development, coordination, or promotion of emergency management programs such as disaster relief, public safety, flood mitigation and resiliency, and emergency management in government, industry, education, or the military
  • Possession of an active motor vehicle license
  • Certification in the following courses from the Federal Emergency Management Agency (FEMA) Emergency Management Institute, within six months of hire: IS-100.C: Introduction to the Incident Command System, IS-700.B: An Introduction to the National Incident Management System, IS-800.D: National Response Framework, An Introduction, IS-2200: Basic Emergency Operations Center Functions
  • At least six months of full-time professional experience performing hazardous materials response duties conducting hazard assessments; operating, or providing technical expertise regarding the use, selection, or configuration of, specialized HAZMAT equipment; participating in, or providing technical guidance for, hazardous materials mitigation activities; or coordinating training or certification activities for a hazardous materials team
  • Meet the PA residency requirement
  • Be able to perform essential job functions
