About The Position

The primary purpose of this position is to develop, review, coordinate, and execute the installation's EM and CBRN Defense programs in support of Joint Service, the DoD, DAF, MAJCOM/FLDCOM, Numbered Air Force, federal, state, local, and host nation plans in the mission area(s) of prevention, protection, mitigation, response, and recovery. Duties include developing, coordinating, obtaining approval, and publishing plans and procedures for implementation of installation policies and instructions relating to EM and CBRN Defense. The specialist will also conduct installation EM assessments, interpret and analyze assessment results, and coordinate and conduct initial and recurring training for functional areas of EM. The role serves as the Emergency Support Function-5 (ESF-5), EM representative in the EOC and CBRN Control Center.

  • Must have successfully completed or be able to complete within one (1) year of appointment to position, the Air Force Emergency Management Apprentice Course at Fort Leonard Wood, MO.
  • Proficiency in hazardous materials level training certifications through International Fire Service Accreditation Congress (IFSAC) or Pro Board Fire Service Professional Qualifications System Awareness, Operations, and Technician to perform containment, control, detection, and identification is essential.
  • Must possess or obtain (and maintain), within six (6) months of appointment to position, hazardous materials level training certifications through International Fire Service Accreditation Congress (IFSAC) or Pro Board Fire Service Professional Qualifications System Awareness, Operations, and Technician to perform containment, control, detection, and identification.
  • May be required to be certified on and wear emergency protective and safety equipment IAW DoD guidance.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conferences, meetings, or functions away from the duty office/location. Travel may include overnight stays.
  • May occasionally be required to work other than normal duty hours and/or Shift work may be required which may include overtime and/or irregular hours.
  • Noncritical Sensitive: Must be able to obtain and maintain a Secret security clearance.
  • The duties of this position meet all requirements as a category 4 designation and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively.
  • This position must be removed from the Ready Reserve and cannot become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,")
  • This is a Mission-Essential position performing a Mission-Critical Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
  • One year of experience at the GS-09 or higher grade (or equivalent in an alternate pay system) developing, coordinating and executing an installation's Emergency Management (EM) program; ensuring effective prevention, protection, response, and recovery operations to allow continued mission capability at the installation level.
  • Knowledge of a wide range of emergency response principles, practices, procedures and regulations applicable to health, safety, security directives, and environmental requirements on a military installation and the relationship of these responsibilities to local civil, Tribal, City, County, State, Federal Governments and industry EM programs.
  • Knowledge of Federal Response Plan organization, lines of authority, and installation response roles and responsibilities as related in HSPDs, NRF, NDRF, CM, NIMS, DSCA, DoD, and DAF guidance.
  • Knowledge of and skill in applying analytical and evaluative methods and techniques to issues concerning evaluating program operations.
  • Knowledge of the DAF EM and CBRN Defense Programs.
  • Knowledge of CBRN defense, threat analysis and response procedures for natural, man-made, and technological disasters.
  • Knowledge of National Fire Protection Association (NFPA) Standards: 472 - Standard for Competence of Responders to Hazardous Materials/Weapons of Mass Destruction Incidents, 1072 - Standard for Hazardous Materials/Weapons of Mass Destruction Emergency Response Personnel Professional Qualifications, 400 - Hazardous Materials Code, 1500 - Standard on Fire Department Occupational Safety and Health Program, 1991 - Vapor-Protective Ensembles for Hazardous Materials Emergencies, 1994 - Standard on Protective Ensembles for First Responders to CBRN Terrorism Incidents.
  • Skill in developing and coordinating EM, CBRN, and hazardous materials response plans.
  • Knowledge of the principles, methods, and information security practices for integrating esoteric information system components with sufficient expertise to plan, coordinate, and administer computer systems, and optimize system performance.
  • Knowledge of the latest advancements in secure information technology and ability to initiate corrective or preventative action to ensure optimum performance of the system.
  • Knowledge of performance tuning tools, database management, and project management methods sufficient to optimize systems performance, troubleshoot database performance problems, and perform a wide range of systems administration functions.
  • Knowledge on unique operating systems, associated devices, and the interoperability of test lab systems sufficient to install, upgrade, troubleshoot, test, and maintain those systems; to optimize the functionality and secure performance of systems; and to ensure the availability, integrity, efficiency, and reliability of servers.
  • Ability to apply expert methods and information security practices for troubleshooting, recovering, adjusting, modifying, and improving systems to solve complex problems, provide support that minimizes interruptions in service to engineers, and maintain liaison with industry and other activities to provide awareness of state-of-the-art technology.
  • Ability to communicate effectively both orally and in writing.

Nice To Haves

  • Completion of the National Planners Course is highly desirable.
  • Air Force Certified Associate Emergency Manager (AFCAEM) certification is highly desirable.
