About The Position

Guidehouse seeks an Emergency Management Specialist (Senior Associate) to support federal clients in preparing for, responding to, recovering from, and mitigating the effects of emergencies. The successful candidate will provide analytical, planning, operational, and stakeholder engagement support across emergency management programs, helping clients strengthen readiness, improve resilience, and execute complex emergency response and recovery initiatives.

Requirements

  • Bachelor's degree.
  • THREE (3) or more years of professional experience supporting emergency management, disaster recovery, resilience, continuity, preparedness, homeland security, public health emergency preparedness, or related programs.
  • Must be able to obtain and maintain a Federal Public Trust; Candidates with an active Public Trust or suitability are preferred.
  • Knowledge of FEMA doctrine, emergency management frameworks, and disaster lifecycle activities.
  • Experience conducting planning, analysis, stakeholder engagement, and project management activities.
  • Strong written and verbal communication skills, including development of executive-level deliverables.
  • Strong analytical, organizational, and problem-solving capabilities.
  • Ability to work independently while managing multiple priorities and deadlines.
  • Proficiency with Microsoft Office applications, collaboration tools, and data analysis techniques.

Nice To Haves

  • Bachelor's or Master's degree in Emergency Management, Public Administration, Homeland Security, Public Health, Environmental Science, Business, or a related field.
  • Experience supporting federal/public health emergency preparedness and response activities (i.e., CDC, ASPR).
  • Incident Command System training and certifications (ICS-100, ICS-200, ICS-300, ICS-400).
  • Certified Emergency Manager (CEM), Associate Emergency Manager (AEM), PMP, Lean Six Sigma, or related certification.
  • Experience supporting federal, state, local, tribal, or territorial emergency management organizations.
  • Experience supporting Emergency Operations Centers, Joint Field Offices, or disaster deployments.
  • Experience with continuity of operations planning (COOP) and continuity of government (COG) programs.
  • Knowledge of community resilience, infrastructure protection, or public health emergency preparedness programs.
  • Ability to use data and Artificial Intelligence (AI) to responsibly inform strategy, problem solve, and make decisions.

Responsibilities

  • Support emergency management planning, preparedness, response, recovery, and mitigation activities.
  • Develop, review, and update emergency operations plans, continuity plans, recovery frameworks, and incident-specific response strategies.
  • Facilitate preparedness workshops, tabletop exercises, simulations, and after-action reviews.
  • Analyze disaster impacts, operational data, and program performance metrics to support decision-making and resource prioritization.
  • Assist clients in implementing FEMA National Preparedness System, National Incident Management System (NIMS), and Incident Command System (ICS) principles.
  • Support grants management, disaster recovery funding programs, and compliance activities related to federal emergency management requirements.
  • Develop briefings, situation reports, executive communications, readiness assessments, and decision-support materials for leadership.
  • Coordinate with cross-functional stakeholders, including government agencies, nonprofit organizations, contractors, and community partners.
  • Support crisis management and emergency operations center (EOC) activities during activations and disaster events.
  • Identify operational risks, recommend process improvements, and support implementation of resilience-building initiatives.
  • Contribute to project workstreams, client deliverables, and business development activities while maintaining high standards of quality and client service.
  • Mentor junior team members and support knowledge sharing across project teams.
