This role will provide centralized leadership and governance across Blackwatch’s contract vehicle portfolio, strengthen acquisition intelligence and opportunity visibility, and ensure disciplined qualification, positioning, and pursuit of federal opportunities in alignment with the Company’s strategic growth objectives. Blackwatch International Corporation is seeking an experienced GWAC Center of Excellence Program Manager to lead and govern the Company’s centralized Government-Wide Acquisition Contract (GWAC) and Indefinite Delivery/Indefinite Quantity (IDIQ) vehicle strategy and operations. This position will serve as the enterprise focal point for Blackwatch’s portfolio of strategic contract vehicles, providing leadership across vehicle management, opportunity identification and qualification, acquisition intelligence, business development, capture, proposal operations, and task order execution. The GWAC Center of Excellence Program Manager will work closely with executive leadership, business development, capture, proposal, contracts, operations, and program teams to ensure Blackwatch effectively positions, manages, and leverages its portfolio of federal contract vehicles in support of corporate growth objectives. This role will be accountable for building a disciplined, repeatable GWAC operating model that improves opportunity visibility, strengthens bid/no-bid decision-making, increases utilization of existing vehicles, and positions Blackwatch for future strategic vehicle awards.

Requirements

  • Active Secret or Top-Secret security clearance.
  • Experience with GSA MASeBuy and other GWAC, IDIQ, and Best-in-Class acquisition platforms and vehicles.
  • Experience supporting both Department of Defense and federal civilian agencies.
  • Experience establishing or leading a centralized GWAC/IDIQ Center of Excellence, Program Management Office, or enterprise vehicle-management function.
  • Experience developing vehicle-level growth strategies, pipeline forecasts, dashboards, and executive reporting.
  • Experience supporting GWAC/IDIQ recompetes and positioning organizations for admission to new or emerging federal contract vehicles.
  • Established knowledge of the federal acquisition community, including GSA Assisted Acquisition Services and major agency ordering organizations.
  • Experience developing teaming strategies and managing relationships with large and small business partners across federal contract vehicles.
  • U.S. Citizenship required.
  • Expert knowledge of federal contracting and GWAC/IDIQ acquisition environments.
  • Strategic understanding of federal agency buying behaviors and acquisition planning.
  • Strong business development, capture, and opportunity qualification capabilities.
  • Ability to establish scalable processes and governance across multiple business functions.
  • Strong relationship-building and stakeholder-management skills.
  • Ability to synthesize complex information and provide concise recommendations to senior executives.
  • Ability to influence cross-functional teams and drive accountability without relying solely on direct reporting authority.

Responsibilities

  • Direct and govern a centralized GWAC Program Management Office and serve as the primary enterprise resource for GWAC, IDIQ, Best-in-Class, and other strategic contract vehicles.
  • Establish and maintain standardized GWAC processes, procedures, governance, and communications with internal stakeholders and external General Services Administration (GSA) and other buying entities.
  • Manage opportunity intake, screening, qualification, prioritization, and routing to appropriate business development, capture, proposal, and operational teams.
  • Provide early acquisition intelligence, clear vehicle-positioning guidance, and timely communication regarding relevant opportunities to operational, capture, proposal, and executive leadership teams.
  • Communicate professionally, informatively, and promptly with teammates regarding contract updates, opportunities, bid qualifications, ordering procedures, and related matters.
  • Develop and maintain relationships with relevant industry groups and participate in GSA, IDIQ, Other Transaction Authority (OTA), and other acquisition program reviews, business development events, special interest groups, industry days, and informational and networking opportunities.
  • Align GWAC and IDIQ vehicle strategies and tactics with Blackwatch’s corporate growth objectives and target markets.
  • Develop and maintain strategic and tactical roadmaps for GWAC and IDIQ vehicle pursuits, including anticipated qualification requirements, certifications, teaming needs, capability gaps, and positioning strategies for new vehicles and recompetes.
  • Coordinate closely with business development, capture, contracts, and proposal management teams to ensure bid pursuits meet vehicle requirements, maintain quality standards, and comply with applicable solicitation and contractual requirements.
  • Maintain enterprise visibility into Blackwatch’s GWAC/IDIQ portfolio, including vehicle status, contract ceilings, periods of performance, option periods, ordering activity, relevant task-order pipelines, recompete timelines, and strategic utilization.
  • Develop and maintain dashboards, forecasts, pipeline reporting, and other performance metrics that provide executive leadership with visibility into vehicle health, utilization, opportunity conversion, task-order activity, and anticipated growth.
  • Establish consistent qualification and bid/no-bid criteria for vehicle-based opportunities and facilitate disciplined decision-making with business development, capture, operations, and executive leadership.
  • Identify underutilized vehicles and develop actionable strategies to increase task-order pipeline, customer engagement, teaming relationships, and revenue generated through those vehicles.
  • Monitor federal acquisition trends, agency buying behaviors, emerging contract vehicles, recompetes, and changes in GWAC/IDIQ acquisition strategy that may create opportunities or risks for Blackwatch.
  • Develop and maintain relationships with contracting officers, ordering activities, industry partners, prime contractors, subcontractors, and other stakeholders relevant to Blackwatch’s strategic vehicle portfolio, consistent with applicable procurement integrity and ethics requirements.
  • Support teaming and partner strategies necessary to strengthen Blackwatch’s competitive position on existing and future vehicles.
  • Partner with Contracts and other appropriate stakeholders to monitor vehicle-level compliance requirements, reporting obligations, minimum sales requirements, subcontracting commitments, and other contractual obligations.
  • Capture and institutionalize lessons learned from task-order pursuits, wins, losses, and vehicle performance to continuously improve GWAC Center of Excellence processes and competitive positioning.
  • Serve as a subject matter expert and internal advisor to executive leadership regarding federal acquisition vehicles, emerging acquisition methods, and enterprise vehicle strategy.
  • Perform other duties as assigned in support of organizational and growth objectives.
