About The Position

The Grant Manager & Fiscal Analyst is responsible for the complete lifecycle of grant funding within the Elko County School District. This dual-function role combines technical grant writing and program oversight with comprehensive fiscal management. The Manager oversees all competitive, formula-based, and categorical grants from federal, state, and private sources, ensuring institutional goals are met through rigorous accounting and compliance. This position directly supervises the Grants Fiscal Services Department and reports to the Chief Financial Officer.

Requirements

  • Bachelor’s degree from a regionally accredited institution in Accounting, Finance, Public Administration, or a related educational area or 5 years relevant experience.
  • Experience in professional/technical development and management of grants.
  • Experience in budgeting, fund accounting, and financial reporting.
  • Valid driver’s license that allows the applicant/employee to legally operate a motor vehicle in Nevada.
  • Demonstrate specific knowledge of all federal regulations dealing with compliance of federal money and proficient in the understanding of all related OMB Publications.
  • Maintain a high knowledge of spreadsheets and federal terminology.
  • Ability to adhere to deadlines and timelines.
  • Ability to develop, maintain, and analyze financial data on a day-to-day basis.
  • Written and oral communication skills.
  • Ability to direct the development and implementation of fiscal policies, procedures, and programs.

Nice To Haves

  • Experience in technical writing to include various state, federal, and/or non-profit grant application formats preferred.
  • Fiscal management experience involving budget creation, audit responses, and payment approvals preferred.

Responsibilities

  • Write well-organized and clear grant applications (including formula and competitive grants) through various platforms such as ePage, grants.gov, EASY, and G5.
  • Ensure grant projects are feasible by meeting strategic targets, district initiatives, and required timelines.
  • Determine appropriate formats for data presentation to address specific funding criteria.
  • Oversee all accounting related to District grants, ensuring adherence to Governmental Accounting Standards Board (GASB) principles and GAAP.
  • Create, code, and modify grant budgets; develop expenditure forecasts and perform complex account reconciliations.
  • Prepare all quarterly financial reports, final financial reports, and documents for the District's annual single audit.
  • Ensure timely and accurate cash draws (reimbursement requests) for federal and state funds in compliance with OMB guidelines.
  • Track expenditures against budgets to ensure funds are used appropriately; approve requisitions, travel, and reimbursements within District ERP system.
  • Manage the financial lifecycle of grants through to the final close-out, ensuring all financial reporting is finalized.
  • Maintain District compliance with federal laws, including OMB Super Circular (2 CFR 200) and GAAP standards.
  • Coordinate relevant consultations related to federal grant, including Title I, Title IIa, Title VI.
  • Conduct annual Tribal and Private School consultations and hold required public meetings.
  • Provide training and service to schools and project directors regarding accounting requirements and grant provisions.
  • Attends necessary technical assistance conferences/meetings at the state and federal levels.
