What You'll Do: The Program Administrator 3 provides statewide leadership and operational oversight for public health initiatives—including Rural Health Transformation (RHT), Public Health Infrastructure (PHIG), and other assigned programs—acting on behalf of the CPHE Chief to drive policy, performance, and compliance across Ohio. You’ll coordinate complex projects, guide fiscal and policy decisions, and serve as a key liaison among internal teams, local partners, and federal stakeholders.

Requirements

  • 5 yrs. trg. or 5 yrs. exp. in business administration, management or public administration.
  • Completion of undergraduate core program in business administration, management or public administration; AND 36 mos. trg. or 36 mos. exp. in supervisory, administrative &/or managerial position.
  • Completion of undergraduate core program for academic field of study commensurate with program area to be assigned per approved Position Description on File; AND 36 mos. trg. or 36 mos. exp. in supervisory, administrative, managerial &/or staff position involving planning, research &/or policy/procedure development.
  • 1 yr. exp. as Program Administrator 2, 63123.

Responsibilities

  • Lead statewide administration of RHT, PHIG, and other assigned public health programs, ensuring policy, fiscal, and regulatory alignment.
  • Support the CPHE Chief by managing complex administrative, policy, and program decisions.
  • Develop and implement program policies, work plans, timelines, and evaluation methods; monitor and report on performance and financial measures.
  • Oversee grant and sub‑grant activities, procurement processes, contract actions, and budget adjustments.
  • Coordinate with internal teams, local partners, and federal agencies to meet program goals and maintain consistent communication.
  • Provide technical guidance, training, and oversight for reporting systems, program documentation, and staff work products.
  • Prepare and deliver program reports and presentations; represent CPHE in meetings with internal and external partners.
