About The Position

This is an anticipated vacancy as of 6/5/2026. Position currently qualifies for a telework option. Telework options are subject to change at the discretion of management. The Grants and Contracts Manager provides advisory and technical support to both internal and external stakeholders to ensure grants are administered in accordance with state, federal, and departmental policies. This position leads audit coordination, manages compliance activities, and strengthens departmental reporting and documentation to support effective grant administration across the agency. In this role, the Grants and Contracts Manager provides leadership and supervision to staff by establishing clear expectations, offering ongoing coaching and feedback, promoting a strong safety culture, and supporting employee development and team cohesion. The position oversees grant policy and contract management across the Department, ensuring compliance with OSBM, State Treasurer, OSA, and OSC requirements while maintaining up-to-date grant policies, tracking systems, and reporting databases. The manager analyzes grant data, monitors programmatic and financial compliance, ensures timely financial reporting, and develops departmental policies and procedures. The role also supports ongoing program enhancement by completing professional development in grant management, applying data analytics to strengthen communications, and working collaboratively with accounting staff and internal partners to proactively address issues. The position provides customer service and training by supporting administrative grant processes, reviewing and updating grant systems, mentoring new grant staff, and advising divisions on grant requirements, concerns, and best practices. Additionally, the manager is responsible for all aspects of grant reporting and audit coordination, including tracking expenditures, meeting reporting deadlines, preparing required documentation, serving as the primary point of contact for auditors, ensuring adherence to internal controls and funding regulations, and assisting with corrective actions resulting from audit findings.

Requirements

  • Working knowledge of the fundamental principles of financial management, generally accepted accounting principles (GAAP), and/or grants administration practices.
  • Working knowledge of current federal, state, and local government grant programs.
  • Familiarity with applicable technical and administrative rules and regulations within the subject area.
  • Demonstrated experience in grants administration, governmental accounting, and regulatory compliance.
  • Strong analytical, organizational, and communication skills.
  • Bachelor’s degree in accounting, finance, business administration, public administration, or a related discipline from an accredited institution and 1 year of directly related experience or an equivalent combination of education and experience.
  • Directly related experience in grants.
