About The Position

Welcome to the Department of Education & Early Development! This position is part of a three-person team which provides fiscal oversight of over 55 grants awarded to universities, state agencies, non-profits and State of Alaska school districts. This position administers grants that are multi-year, complex and cross both federal and state fiscal years. The incumbent provides appropriate fiscal management using the state accounting system (IRIS) and the departments Grants Management System (GMS). Grant administration includes working with grantees verbally and in writing, reviewing budgets, processing payment requests, providing interpretation of regulations and policy, and monitoring all assigned grants from multiple funding sources. Requirements

  • Successful completion of a formal training plan as a Grants Administrator 1 with the State of Alaska.
  • Any combination of education and/or experience that provides the applicant with competencies in Accounting: Knowledge of traditional accounting practices including accrual, obligations, and costs methods.
  • Knowledge of procedures for assessing, evaluating, and monitoring programs or projects for compliance with Federal laws, regulations, and guidance.
  • Knowledge of requirements, practices, and procedures for soliciting, receiving, reviewing, and processing proposals, and awarding and administering grants and agreements.
  • Identifies rules, principles, or relationships that explain facts, data, or other information; analyzes information and makes correct inferences or draws accurate conclusions.
  • Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues.
  • Knowledge of methods and procedures for processing direct and reimbursable program funds (for example, automatic and funded reimbursements, interagency agreements, transfer appropriations), grants, loans, and credit programs.
  • Uses a logical, systematic, sequential approach to address problems or opportunities or manage a situation by drawing on one’s knowledge and experience base and calling on other references and resources as necessary.
  • Organizes work, sets priorities, and determines resource requirements; determines short- or long-term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes.
