About The Position

Dhaka Technologies Limited Company is hiring Grant Reviewers on behalf of the Office of the State Superintendent of Education (OSSE) for its National School Lunch Program (NSLP) Equipment Assistance grant competition. Reviewers provide independent subject matter expertise by reading, scoring, and commenting on competitive grant applications submitted by eligible entities. Reviews are completed remotely in OSSE’s online Enterprise Grants Management System (EGMS), and reviewer scores are used to recommend applications for funding. This is a remote, part-time, short-term independent contractor assignment paid per application successfully reviewed. Reviewers work on their own schedules within deadlines and are typically assigned two or more applications. The engagement includes EGMS training, a grant-specific orientation webinar, an application review window usually lasting two weeks, and a facilitated panel discussion by phone or video conference if scores differ significantly. Work is expected to be completed approximately by November 13, 2026; final dates are confirmed before orientation. Payment is issued after OSSE verifies completion of the entire review process.

Requirements

  • Bachelor’s degree or higher.
  • Knowledge, skills, or expertise in early childhood applications and/or in at least one of these areas: grant experience, including knowledge of educational grants, or an educational background.
  • Reliable access to a computer, the internet, and a phone.
  • Availability for the full review process, including EGMS training, the orientation webinar, the complete review window, and a facilitated discussion if required.
  • No conflict of interest with any applicant organization in the competition, confirmed through a signed Conflict of Interest Form.
  • No unsatisfactory performance evaluation from past grant review work for OSSE or any other grant-making organization.

Nice To Haves

  • Degree in education, special education, or education policy.
  • Prior experience reviewing competitive grant applications for OSSE or another government agency.

Responsibilities

  • Complete OSSE’s EGMS training and attend the virtual, grant-specific orientation webinar before reviewing applications.
  • Independently read and conduct a detailed review of each assigned application, typically two or more per competition, as one of three reviewers on an EGMS review panel.
  • Evaluate applicant requests for school food service equipment under the National School Lunch Program from a neutral, objective perspective.
  • Complete a fully scored rubric for every section of each application, applying the established scoring criteria consistently and objectively.
  • Write clear, constructive comments that describe strengths and weaknesses and justify and align with the scores given.
  • Base all scores and comments only on the content of each applicant’s submission in EGMS.
  • Submit all scores and comments in EGMS by the review deadline, usually two weeks from receiving the applications.
  • Participate in a facilitated panel discussion by phone or video conference when scores differ significantly, then submit a final rubric with any updated scores and comments.
  • Disclose conflicts of interest with applicant organizations and refrain from reviewing applications where a conflict exists.
  • Direct EGMS technical questions to the EGMS manual, grants.osse.dc.gov resources, or the EGMS call center, and direct grant or scoring questions to OSSE grant program staff.
