About The Position

The Florida Department of Health, Division of Children's Medical Services (CMS) provides a variety of programs and services to children with special health care needs in Florida, many of which are achieved through contracts with external partners such as hospitals, universities and non-profit organizations. As a Contract Manager, you will be a vital member of the CMS team, supporting those programs and services through the contracting process. CMS Contract Managers are a part of a high-performing, collaborative team, working both independently and with each other sharing knowledge and expertise to achieve shared goals.

  • Currently employed by the State Personal System
  • Current or previous Florida Certified Contract Manager (FCCM) certificate, must be able to renew or obtain the certification within 120 days of hire.

Nice To Haves

Responsibilities

  • Serves as a Contract Manager in accordance with applicable Florida laws, including Chapters 287 and 215, Florida Statutes, federal guidelines, grant/funding requirements, and Department policies and procedures.
  • Performs all contract management duties and responsibilities for the life cycle of assigned contracts. This includes, but is not limited to, drafting and negotiating contracts; financial management; invoice and deliverable review and processing; contract performance, programmatic, administrative and fiscal monitoring; contract budget review and approval; maintenance of official contract files; and miscellaneous day-to-day contract management activities.
  • Prepares, routes, and implements a variety of documents related to the execution of contract actions and other contracting processes.
  • Collaborates with internal partners on activities and issues impacting program requirements or functions, and vice versa.
  • Communicates with contract providers on issues related to or impacting contractual requirements. Provides technical assistance to contract providers, when needed, to assist with contractual issues and ensure compliance with contractual requirements.
  • Communicates with and provides technical assistance to internal and external stakeholders and partners, related to contractual requirements, including, but not limited to, CMS Program staff, DOH staff, Department of Financial Services, and various auditing organizations.
  • Coordinates and participates in quality assurance reviews and monitoring activities to determine compliance with administrative, financial, and programmatic contractual requirements. Prepares reports and makes recommendations as necessary to correct identified deficiencies and improve operations and service delivery.
  • Completes required contract management trainings and maintains contract management certifications as required by Department policy and Florida Statutes.
