About The Position

This is a professional position performing highly responsible technical, consultative and administrative work. This position serves as a procurement officer, maintaining full responsibility and ownership for competitively procured solicitations assigned, to include all FloridaCommerce program areas. The incumbent is expected to exercise independent judgment in identification and development of procurement resources and tools. The individual in this position must be self-motivated, with an ability to work independently, is an effective communicator and facilitator and has the ability to work well with others. This position is an advocate for department activities; serves as a participant for team assignments, process improvements, and special projects; fosters teamwork; and participates in the identification of program and process improvements. Facilitates, from beginning to the end of the procurement process, Invitation to Bid (ITB), Request for Proposals (RFP), Invitation to Negotiate (ITN), Request for Quotes (RFQ), Request for Information (RFI), Single Source (SS) and optional exceptional informal purchases, and all other procurements as requested by program areas, in accordance with Florida Statutes, rules and FloridaCommerce policy and procedures. This includes the development and maintenance of official procurement files. Assists the Purchasing Manager with procurement planning and serves as a liaison for anticipated procurement activities. Assists with the review of purchase requisitions in the MyFloridaMarketPlace system as required. Consults with the Purchasing Manager to coordinate the implementation of solutions to recognized problems. Makes recommendations for systematic ways to improve the process of procurement/contract documents development and construction. Makes recommendations for ways to improve the office’s overall operations. Assists in the coordination, analysis and maintenance of internal policies and procedures within the Bureau of General Services. Other Responsibilities – As needed, provide assistance to the Chief of General Services and Purchasing Manager, including developing reports and other analysis; assisting with special projects or assignments; and performing other duties as assigned.

Requirements

  • Knowledge of agency and state procurement and contracting policies.
  • Knowledge and skills in using and maintaining documents and content in Share Point.
  • Working knowledge of Microsoft Office Suite.
  • Knowledge of the methods of data collection and analysis.
  • Ability to work independently with minimal supervision.
  • Ability to perform analytical reviews and prepare written reports based on the review.
  • Ability to collect, evaluate and analyze data to develop alternative recommendations, solve problems, document workflow and other activities relating to the improvement of operational and management practices.
  • Ability to organize data into logical format for presentation in reports, documents and other written materials.

  • Knowledge of Chapters 119 and 287, Florida Statutes, Rule 60A, Florida Administrative Code, and Department policies and procedures.

  • Proficient in developing and reviewing bid specifications and scopes of work.
  • Knowledge of the Office of Supplier Diversity requirements.
  • Working knowledge and proficiency in Microsoft Office applications (i.e., Excel, Word, PowerPoint).
  • Knowledge of product and service vendor sources.
  • Ability to analyze varying products to determine cost effectiveness.
