About The Position

This is an internal agency opportunity for current employees of the Florida Department of Agriculture and Consumer Services. The Government Operations Consultant III serves as the division’s liaison and training coordinator for the Tax Collector/Division of Licensing partnership for the Concealed Weapon Intake System (CWIS). This role involves working with current and prospective tax collectors, coordinating with other bureaus to identify and resolve issues, providing training on CWIS, and maintaining training materials. The position also acts as a contract manager for the division’s testing contract, assists with public records requests, researches risk protection orders, and handles "Contact the Department" cases. Additionally, the role involves processing travel for the Private Investigation, Recovery, and Security Advisory Council (PIRSAC) meetings, serving as the concealed weapon license reciprocity liaison, interpreting statutes and policies, and performing records management duties.

Requirements

  • A high school diploma or its equivalent and eight (8) years of professional or nonprofessional experience in systems analysis, management analysis, program planning, program research, program evaluation, or administrative work; OR A bachelor's degree (4 years) from an accredited college or university and four (4) years of professional experience in systems analysis, management analysis, program planning, program research, program evaluation, or administrative work; OR A master's degree (6 years) from an accredited college or university can substitute for one (1) year of the required experience.

Responsibilities

  • Serves as division’s liaison and training coordinator for the Tax Collector/Division of Licensing partnership for the Concealed Weapon Intake System (CWIS).
  • Works with current tax collectors and collectors seeking to join the partnership.
  • Coordinates with other bureaus and works collaboratively to identify problems or issues and to recommend improvements.
  • Provides training to participating tax collectors on CWIS.
  • Creates and delivers effective training in a classroom or onsite setting.
  • Maintains and updates training manuals and provides updated information to participating tax collectors.
  • Consults with staff to determine areas of concern and possible solutions to problems.
  • Advises bureau and division management on problems and policies related to programmatic and operational issues.
  • Assists in coordination of activities with other organizational entities within the department.
  • Serves as contract manager for division testing contract and acts as liaison to applicants who need assistance with exam vendor.
  • Trains and assists BESQA Government Operations Consultant I and Government Operations Consultant II with processing public records requests, researching and entering risk protection orders, and answering contact the department cases.
  • Runs reports to verify timely processing and closure of public records requests and timely processing of contact the department cases.
  • Processes travel for division attendees to Private Investigation, Recovery, and Security Advisory Council (PIRSAC) meetings.
  • Responsible for coordinating logistics for PIRSAC to include setting up meetings and locations, notifying members and public about upcoming meetings, travel, and attendance, preparing documents and agenda, and maintaining all records pertaining to the council.
  • Serves as the concealed weapon license reciprocity liaison.
  • Responsible for researching laws and requirements of other states and coordinating with necessary parties to implement changes and/or recommendations regarding reciprocity.
  • Works to ensure the division’s website maintains up-to-date information for license holders.
  • Interprets applicable statutes, policies, and procedures to assist with researching and responding to complex questions from county clerks of court.
  • Assists bureau chief with drafting information to be disseminated to clerks of court and compiling information from clerks of court.
  • Consistently tracks files and assists in the development of materials, reports, and correspondence on special projects.
  • Processes a variety of correspondence.
  • Maintains current information on department policies, programs, and processes.
  • Performs records management duties.
  • Works with Division of Administration to seek approval to dispose of documents that have met their retention periods.
  • Prepares and coordinates division’s annual records inventory.
  • Performs other related duties as required.
