About The Position

At COP27 and CMA4, the Conference of the Parties (COP) to the United Nations Framework Convention on Climate Change (UNFCCC) and the Conference of the Parties serving as the Meeting of the Parties to the Paris Agreement (CMA) established funding arrangements to assist developing countries particularly vulnerable to climate change. This decision included the creation of the Fund for responding to Loss and Damage (FRLD), with a focus on providing support to affected nations. At COP28 and CMA5, the COP/CMA formally approved the Fund’s Governing Instrument, designating it as part of the UNFCCC’s financial mechanism and placing it under the guidance of both COP and CMA. The decision authorized the FRLD’s Board to secure a hosting arrangement with the World Bank as an interim trustee for four years, which includes hosting the Fund’s secretariat. The World Bank has agreed to act as trustee and administer the Trust Fund in line with the COP/CMA’s stipulations. The FRLD Secretariat, hosted by the World Bank in Washington, D.C., supports FRLD governing bodies, manages institutional relations, aids in strategy, policy, and program development, and oversees management systems. The FRLD Secretariat, led by the Executive Director (ED), coordinates FRLD’s strategic activities across its governing bodies, including the Board, and the World Bank (as Trustee and Secretariat host), and other stakeholders. It also drives thought leadership, manages portfolio risk, and develops initiatives to mobilize resources.

Requirements

  • Master’s degree or equivalent in a relevant field and at least 2 years of experience in governance, international development, climate finance, public administration, operations support, preferably within a multilateral, UN, or development institution context.
  • Strong data analysis and analytical and writing skills, with demonstrated ability to draft clear, structured documents.
  • Strong practice and knowledge of operational logistics, including travel coordination, events, IT support, data management and participant administration, within the World Bank institutional environment.
  • Knowledge of governance principles, institutional coordination and compliance frameworks, particularly in international development or climate finance.
  • Strong program management, organizational skills and attention to detail, with the ability to manage multiple tasks, deadlines, trackers and parallel workstreams in a fast-paced environment.
  • Excellent communication and interpersonal skills, with the ability to engage professionally across cultures and with diverse stakeholders.
  • Ability to handle sensitive or confidential information with discretion, sound judgment, and professionalism.
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint) and familiarity with collaborative and workflow tools.

Nice To Haves

  • Exposure to or familiarity with the functioning of multilateral governance bodies (e.g., Boards, steering committees), international conference logistics or global climate frameworks and processes (e.g., UNFCCC, COP) is desirable.

Responsibilities

  • Coordinate the end-to-end travel process for Board members, Alternate Board members and their advisers, including follow-up on ticketing, itineraries, travel timelines and related participant support needs, in close collaboration with the Travel STC and other relevant service providers.
  • Coordinate with IT support teams and external vendors on Board-related technical requirements, including meeting room set-up, audiovisual needs, connectivity, secure file-sharing and other operational requirements necessary for Board meetings and related events.
  • Manage participant administration and related records for Board processes, including nominations, replacements, participant lists, mailing lists and distribution lists, and coordinate the circulation of official communications related to these updates.
  • Maintain and update operational trackers related to Board meetings, including participant registration, visas, arrivals and departures, airport transfers and other meeting logistics.
  • Prepare and coordinate official invitations, participant communications, registration processes, visa support documentation, logistical notes and related operational materials for Board meetings.
  • Coordinate the practical delivery of Board meetings and related engagements by ensuring readiness of participant information, meeting materials, physical meeting items, room arrangements and on-site logistical requirements.
  • Serve as a coordination point for internal workflows that cut across governance, administrative and operational streams, following up on inputs, timelines, clearances and next steps to help ensure timely task completion and alignment with Secretariat priorities.
