About The Position

The GIS Technical Advisor is a senior, hands-on role responsible for providing technical and advisory support to a multi-disciplinary project team delivering a new Spatial Data Infrastructure (SDI) Geographic Information System (GIS) solution for the Province of Manitoba. The role focuses on initiating, planning, and supporting the implementation of a modern GIS platform to replace and modernize existing legacy GIS systems across government. Working closely with project management, business stakeholders, architects, vendors, and government technical teams, the GIS Technical Advisor will ensure that geospatial requirements are clearly defined, technically sound, and aligned with enterprise standards and public-sector requirements. The role provides GIS Architecture/Developer expertise throughout the project lifecycle, from discovery and solution design through configuration, migration, testing, and transition to operations. This role is advisory and delivery-focused, emphasizing practical implementation guidance, risk mitigation, and knowledge transfer, rather than day-to-day system operations.

Requirements

  • Degree or diploma in Geographic Information Systems, Geography, Geomatics, Spatial Sciences, Computer Science, Engineering, or a closely related field.
  • Up to 10 years demonstrated experience as a GIS Architect or GIS Developer, with hands on involvement in GIS/SDI implementations or major system upgrades.
  • Proven experience supporting large scale SDI initiatives, preferably involving replacement of legacy systems.
  • Strong working knowledge of commercial and open-source GIS platforms (e.g., ESRI ArcGIS or equivalent).
  • Experience designing GIS and SDI architectures using ArcGIS Enterprise within government security and privacy constraints
  • Experience designing GIS services and SDI components for high public demand and variable load
  • Strong development skills in Python including ArcGIS API for python
  • Proven experience designing and implementing metadata strategies that support SDI governance
  • Strong ability to provide clear technical advice to both technical and non-technical stakeholders.
  • Proven experience working in multi stakeholder, public sector or large enterprise environments.
  • Excellent analytical, documentation, and problem-solving skills.

Nice To Haves

  • GISP (Geographic Information Systems Professional) accreditation is preferred.

Responsibilities

  • Provide expert GIS architecture and technical input during project initiation and planning, including scope definition, assumptions, constraints, risks, and dependencies related to GIS technologies and data.
  • Support the development and review of project artefacts such as technical approaches, architecture inputs, implementation strategies, and migration plans.
  • Advise on options for replacing legacy enterprise/geocortex GIS systems, including assessment of platform capabilities, integration considerations, and technical feasibility.
  • Advise on the design and configuration of the target GIS solution, ensuring alignment with business needs, project objectives, and enterprise standards.
  • Support the definition of GIS data models, layers, metadata standards, and quality requirements for the new system.
  • Provide guidance on out-of-the-box configuration versus customisation, promoting maintainable, sustainable solutions appropriate for government environments.
  • Review vendor deliverables and technical designs to ensure they meet agreed GIS and spatial analysis requirements.
  • Advise on approaches for migrating geospatial data from legacy GIS systems, including data cleansing, transformation, validation, and quality control.
  • Identify risks associated with legacy data structures, formats, and inconsistencies, and recommend mitigation strategies.
  • Support testing and validation of migrated data to ensure accuracy, completeness, and usability in the new GIS environment.
  • Perform or advise on spatial analysis and mapping requirements needed to validate solution capabilities and support business use cases.
  • Translate technical GIS concepts into clear guidance for project team members, decision-makers, and non-technical stakeholders.
  • Contribute to the development of technical documentation, standards, and knowledge transfer materials to support transition to operations.
  • Ensure GIS implementation activities align with data governance, security, and quality standards applicable in a public-sector environment.
  • Support the establishment of GIS best practices, processes, and controls to reduce technical debt and operational risk.
