About The Position

The person responsible for this role coordinates project estimation activities to produce comprehensive and competitive proposals for various tenders. They define and implement bid preparation timelines, ensure quality follow-ups with stakeholders, and validate proposals' alignment with company strategies. They also ensure the execution team has all necessary elements for optimal project delivery.

Requirements

  • Bachelor's degree in civil, chemical, mechanical engineering, or equivalent.
  • Minimum of 5 years of experience in related activities (such as project management, estimation, or related contract management in the industrial sector).
  • Ability to understand technical documents: Specifications, P&ID, general contractor drawings, hydraulic profiles, and/or general arrangements.
  • Bilingual in French and English. English is frequently used for communication and negotiation with clients and suppliers outside Quebec and for contract review.
  • Experience in writing specifications and sales documents.
  • Knowledge of estimation tools.
  • Computer skills: MS Project, MS Office including advanced concepts in Excel/Google Sheets (pivot tables), and knowledge of an ERP system (an asset).

Responsibilities

  • Provide leadership within the project team.
  • Establish timelines and monitor all activities related to design, estimation, and bid preparation.
  • Develop project strategies with the sales team and adjust bid content accordingly.
  • Actively participate in various bid preparation activities (design, estimation, supplier negotiation, contract review, bid writing, etc.).
  • Negotiate subcontracting contracts.
  • Plan and understand project execution activities.
  • Be attentive to client needs in order to better meet their expectations.
  • Establish and maintain a climate of trust with clients while preserving the business relationships the company has with them.
  • Identify and resolve issues raised by various stakeholders.
  • Make usual recommendations to improve quality assurance procedures.
  • Ensure that supplies comply with health and safety standards.
  • Convey relevant information to other departments.
  • Participate in site visits during the tender phase.
  • Conduct contract reviews and ensure risks are identified and understood.
  • Facilitate and participate in risk analysis and price closing meetings.
  • Review and validate the overall bid.
  • Participate in the development of estimation tools.
  • Review and validate bids/proposals from subcontractors.
  • Take into account the necessary elements to secure supplies in terms of costs, timelines, quality, and other project execution conditions.
  • Verify applicable codes and regulations.
  • Participate in creating a cost implementation database.
  • Provide technical support for estimation activities for municipal and industrial projects related to drinking water and wastewater treatment offers.
