About The Position

Inadev is seeking an experienced Forms Delivery Technical Manager to lead the technical delivery of EDGAR form development and modernization. The role drives forms from requirements and design through development, integration, testing, deployment, and production readiness. The manager works with Product Owners, Business Analysts, UX designers, developers, test engineers, architects, DevSecOps engineers, and SEC stakeholders to deliver capabilities predictably and meet functional, technical, accessibility, security, and quality requirements. The position combines technical knowledge with Agile delivery leadership and involves working directly with engineering teams to remove blockers, manage dependencies, resolve technical issues, and complete releases. The role provides technical oversight for form development, configuration, business rules, validation, workflows, and supporting services. It coordinates work across technical disciplines and delivery stages, tracks readiness through testing and deployment, and supports production validation and post-deployment issue resolution. The manager also partners with testing teams on quality and compliance, including Section 508 accessibility, and serves as the primary technical delivery contact for assigned forms and releases. The position is full-time and requires a hybrid schedule of 3–4 days in Reston, Virginia, and client locations in the Washington, D.C. area as required. Applicants must be U.S. citizens and able to pass a seven-year background check and obtain and maintain a U.S. Government clearance. The stated salary range is $205,000–$220,000, based on pertinent experience.

Requirements

Ability to pass a seven-year background check and obtain and maintain a U.S. Government clearance.
Bachelor’s degree in Computer Science, Information Systems, Engineering, or a related discipline.
At least 8 years of experience in software engineering, application delivery, or technical program delivery.
At least 3 years leading technical delivery teams for complex enterprise applications.
Experience managing delivery across the full software development lifecycle, from requirements through production.
Strong understanding of modern web applications, APIs, data integration, and distributed application architectures.
Experience coordinating development, testing, DevSecOps, infrastructure, and architecture teams.
Experience working within Agile/Scrum delivery environments.
Experience managing technical dependencies, risks, defects, and release readiness.
Strong problem-solving, organizational, communication, and stakeholder-management skills.
Ability to obtain and maintain a Public Trust clearance.
Strong communication and presentation skills.
Ability to prioritize and self-start.

Nice To Haves

Experience delivering complex electronic forms, workflow, case management, or transaction-processing applications.
Experience with AWS cloud environments and cloud-native applications.
Understanding of REST APIs, microservices, JSON/XML, relational databases, and application integration.
Experience with CI/CD, DevSecOps, GitHub, Jira, or Azure DevOps.
Experience delivering applications subject to Section 508 accessibility requirements.
Familiarity with FISMA, NIST, and federal cybersecurity requirements.

Responsibilities

Lead end-to-end technical delivery of EDGAR forms and associated capabilities.
Coordinate requirements, design, development, testing, integration, and deployment activities.
Manage delivery priorities, dependencies, technical risks, and release readiness.
Ensure teams have clear technical requirements and acceptance criteria before development begins.
Drive issues and blockers to resolution across engineering teams.
Maintain visibility into delivery progress and communicate risks, decisions, and dependencies to program leadership.
Provide technical oversight for form development, configuration, business rules, validation, workflows, and supporting services.
Collaborate with architects and engineering leads to ensure implementations align with EDGAR architecture and development standards.
Review technical designs and identify integration, data, performance, security, and deployment considerations.
Coordinate integration between forms, APIs, data services, workflows, and downstream systems.
Support technical troubleshooting and root-cause analysis for complex delivery issues.
Work with Product Owners and Scrum teams to plan and execute form delivery.
Support backlog refinement, sprint planning, technical estimation, and release planning.
Coordinate delivery across multiple technical disciplines and dependencies.
Track technical readiness through development, testing, UAT, and production deployment.
Establish clear entrance and exit criteria for releases.
Support production validation and resolution of post-deployment issues.
Partner with testing teams to ensure comprehensive functional, regression, integration, and end-to-end test coverage.
Ensure forms meet Section 508 accessibility requirements.
Coordinate security, performance, data-validation, and operational-readiness activities.
Ensure technical documentation and delivery artifacts are complete and maintained.
Promote automation and continuous quality throughout the delivery lifecycle.
Serve as the primary technical delivery point of contact for assigned forms and releases.
Coordinate developers, testers, business analysts, UX specialists, DevSecOps engineers, and architects.
Translate business priorities into executable technical delivery plans.
Provide leadership with clear delivery status, risks, dependencies, and mitigation strategies.
Mentor team members and promote consistent engineering and delivery practices.
