About The Position

The Fiscal Specialist position is within the College of Tropical Agriculture and Human Resilience (CTAHR), Department of Plant and Environmental Protection Sciences (PEPS) at the University of Hawaii at Manoa in Honolulu, HI. This is a full-time, permanent, 11-month position. The role involves extensive administration of extramural grants, including budget preparation, compliance monitoring, financial reporting, and the development and implementation of internal fiscal procedures. The specialist will also oversee cost-share monitoring, manage special tuition, revolving, and general funds, administer indirect cost returns, and supervise entry-level staff and student employees. Key responsibilities include reconciling accounts, monitoring balances, providing staff support for procurement processes (requisitions, purchase orders, travel, checks, p-cards), and other duties as assigned.

Requirements

  • Possession of a baccalaureate degree in accounting, business administration or related field and 3 years of progressively responsible professional experience with responsibilities for accounting and/or business administration; or any equivalent combination of education and/or professional work experience.
  • Considerable working knowledge of principles, practices and techniques in accounting and/or business administration.
  • Considerable working knowledge and understanding of applicable federal and state laws, rules, regulations and systems associated with accounting and/or business administration.
  • Demonstrated ability to resolve wide ranging complex problems through creative reasoning and logic.
  • Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally and by preparation of reports.
  • Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals.
  • Demonstrated ability to operate a personal computer, apply word processing software, and/or related accounting and business administrative software.
  • If applicable, for supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations.

Nice To Haves

  • Some experience with UH, UH Foundation, RCUH and federal budget requirements.
  • Strong organizational skills and ability to recommend, develop and implement fiscal organization and management.
  • Ability to facilitate interdisciplinary teams in developing budget for proposals.

Responsibilities

  • Advise faculty in preparing budgets and proposals for extramural grants.
  • Ensure compliance with UH and funding agency policies and procedures.
  • Review and approve budgets before submission to ORS.
  • Work with ORS to resolve discrepancies or questions.
  • Generate financial reports for extramural grants, state, federal, and other agencies.
  • Develop and implement internal fiscal procedures to ensure compliance with policies, procedures, rules, and regulations.
  • Advise and assist PIs in determining UH financial obligations for extramural funding.
  • Supervise the distribution, collection, review, and return of Cost-Sharing reports monthly.
  • Monitor Special Tuition, Revolving and Generals Funds, including reviewing accounts and approving expenditures.
  • Administer Indirect Cost Returns, calculating and dispersing overhead funds to PIs/departments.
  • Monitor expenditures and balances of indirect cost returns.
  • Mentor, train, and supervise entry-level staff and student employees on fiscal procedures, data entry, and grant management tasks.
  • Reconcile accounts regularly and monitor account balances, informing the Fiscal Manager and/or Principal Investigator of potential issues.
  • Provide staff support in procurement, including review and approval of requisitions, purchase orders, travel requests and completions, departmental checks, and p-card transactions.
  • Perform other duties as assigned.
