About The Position

This position provides expertise and assistance in the planning and coordination of fiscal and budgetary activities for the Maryland Department of Health (MDH) Office of Facilities Management and Development (OFMD) and Central Services Division (CSD). The role involves managing fiscal and budgetary activities for MDH capital and operating construction, maintenance, and system service projects at all MDH state facilities, including both MDH and Department of General Services (DGS) funded projects. It also supports the implementation of the MDH Facilities Master Plan, including budget development and management for Capital Improvement Projects. The position oversees fiscal activities for centralized services such as Building Services, Central Warehouse, Fleet Management, and Inventory Management, as well as fiscal activities for MDH owned and leased properties. The responsibilities require knowledge of fiscal and administrative budgetary matters, with specialized knowledge in planning and coordinating large-scale, multi-year, and emergency capital projects. Duties include developing budgetary programming for multi-year Capital Improvement Projects in coordination with the Department of Budget and Management Office of Capital Budget. The incumbent will recommend changes and formulate fiscal policies and procedures for both units and assist in developing procurement initiatives and ensuring contract compliance for OFMD and CSD. This position supports the operations of the Department and is Hybrid Telework eligible.

Requirements

  • Bachelor's degree from an accredited college or university.
  • Four (4) years of professional services experience.
  • Candidates may substitute professional services experience on a year-for-year basis for the required education requirement.
