About The Position

The position serves as the lead fiscal administrator for the Maryland Community Health Resources Commission (CHRC), exercising independent authority over the fiscal lifecycle of more than 165 active grants across the Annual Call for Applications, Health Equity Resource Community (HERC), and Maryland Consortium on Coordinated Community Supports programs. Reporting directly to the Chief Financial Officer (CFO), this position is responsible for the autonomous management of grant administration tools, the design and implementation of grantee reporting templates, and the critical evaluation of quarterly expenditure reports totaling approximately $160 million in managed funds. The Administrator II serves as a primary technical advisor to grantees, ensuring rigorous compliance with state fiscal policies and procedures. Beyond grant oversight, this position performs advanced budgetary analysis, including developing annual budget submissions, performing month-end and fiscal year-end close-out entries, and managing complex budget variance monitoring to ensure the CHRC fulfills its legislative mission to expand health care access in Maryland’s underserved communities. This position is a full-time contractual permanent day shift position that sometimes requires availability during evenings. This position is Hybrid Telework eligible.

Requirements

  • Graduation from an accredited high school or possession of a high school equivalency certificate.
  • Five years of administrative staff or professional work.
  • Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.
  • Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.
  • Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.
  • Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.
