About The Position

The Maryland Department of Labor is currently accepting applications from qualified candidates for a Fiscal Services Administrator I position. This is a Management Services position and serves at the pleasure of the appointing authority. This position will oversee the accounting and reporting for the Maryland Department of Labor (MD Labor), Division of Paid Leave (FAMLI). The primary purpose of this position is to ensure the effective and efficient functioning of the budget and fiscal functions for the Office of Administration. The position will implement, review, maintain, evaluate, and reconcile policies and procedures for FAMLI. This position oversees the budgeting and reporting for state, federal, and special funds. This position oversees general accounting, cash management, cash forecasting, financial reporting, working fund, forecasting, budget development, budget execution, and accounts payable.

Requirements

  • Education: A Bachelor's degree from an accredited college or university.
  • Experience: Three years of experience examining, analyzing and interpreting budgeting or accounting systems, records and reports by applying knowledge of budgeting systems and/or generally accepted accounting principles.

Nice To Haves

  • Experience using the State of Maryland’s Accounting and Fiscal computer software programs (FMIS, ADPICS, R STARS)
  • Experience using Microsoft Excel
  • Experience with a year-end closing cycle
  • Experience with the State of Maryland budget process

Responsibilities

  • Maintains and document communication with assigned program leadership and directors.
  • Act as the primary point-of-contact for all assigned programs' staff.
  • Conducts monthly meetings with program leadership and directors to update them on the status of budgets and other fiscal items, including procurements and vacancies.
  • Attend program leadership meetings at least quarterly.
  • Document all meetings attended via email to all parties involved.
  • Manage the fiscal administration of assigned programs and overseeing the fiscal administration of assigned programs.
  • Document all processes and procedures performed by all fiscal administrators and drive participation in continual process improvement activities of all processes and procedures.
  • Update all processes and procedures at least annually and at the time of any process changes.
  • Lead and participate in LEAN activities and continually offer constructive improvements to all processes and procedures.
