About The Position

This position is responsible for performing complex and specialized accounting work at the supervisory and/or technical lead level. Work includes accounting, fiscal management, and budget preparation for specialized accounting functions within a large department or agency. Manages the payables and receivables functions to ensure prompt payment of invoices and timely deposits for revenue. Reviews reports weekly to manage productivity, work performance, and resolve any issues or discrepancies. Provides stellar customer service at all times and supports management decisions and team initiatives. Documents processes; develops and updates policies and procedures; identifies challenges, gaps in processes, and opportunities for improvements; and is actively involved in the problem-solving process. Promotes empowerment and organizational learning at all levels; and establishes accountability throughout the team. Ensures all financial transactions are in accordance with state, federal, and local guidelines and generally acceptable accounting principles.

Requirements

  • Bachelor's degree in Accounting or Finance or Business.
  • Four (4) years of experience as a professional accountant or fiscal analyst or business or functional analyst.
  • Knowledge of governmental accounting and auditing principles, practices, procedures, methods, and theory.
  • Knowledge of computerized accounting systems to include automated accounting system applications.
  • Knowledge of the specific accounting and reporting requirements and the complete accounting cycle of the organization to which assigned.
  • Knowledge of budgetary procedures and controls.
  • Ability to develop computer-based spreadsheets, graphs, summaries, and reports.
  • Ability to read, comprehend, interpret and apply job related laws, rules, policies and procedures.
  • Ability to prepare accounting and audit records, statements, and reports.
  • Ability to analyze and audit accounting, fiscal, payroll and leave data, reports and statements.
  • Ability to work effectively with others, manage multiple projects/assignments, set priorities, and meet deadlines.
  • Critical Thinking: A high degree of analytic ability and inducive thinking is required to devise new, non- standard approaches to highly intricate, complex problems.
  • Decision Making: Ability to make decisions for often complex and multifaceted problems using a high level of judgment, inter-personal relationship skills and the ability to evaluate the delivery of services. Supervises and mentor staff in the performance of daily fiscal work activities. Rates, reviews and exercises progressive discipline. Must be able to establish accountability throughout the team and provide staff with resources needed to attain results. Requires ability to use the latest technologies to improve operations and overcome potential issues. Clarifies and resolves day-to-day issues regarding organizational policies, practices, and projects.

Responsibilities

  • Prepares complex journal entries and account corrections; reconciliations of general ledger transactions to the applicable sub-ledger; processes and reconciles accounts receivable and payables; reconciles and submits billing information; and resolves complex expenditure issues.
  • Reviews and audits professional and construction invoices in accordance with the corresponding contractual agreements and within the guidelines of the Florida Government Prompt Payment Act.
  • Identifies fiscal needs for budget amendments and prepares draft budget resolutions and amendments for approval by the Board of County Commissioners.
  • Supervises and mentor staff in the performance of daily fiscal work activities. Train staff and provide guidance to assist with problem solving. Develops and implements internal departmental accounting procedures, evaluates effectiveness, and makes changes as necessary to ensure proper risk management strategies. Documents processes and workflows.
  • Reviews and approves work orders and work order revisions for Capital Improvement Program and operational contracts. Participates and assists in local, state, federal, and annual financial audits. Reviews agenda items and procurement items such as invitations to bid, to verify there is sufficient budget and provide the financial impact.
  • Prepares complex analyses and reports to support current and new operational initiatives; evaluates operating initiatives and costs of services; and assists with the development of operational efficiency measures.
  • Reviews change orders, modifications, and allowance authorizations for Capital Improvement Program stand-alone contracts for consultants and construction contractors to ensure compliance with accounting and budgeting procedures.
  • Prepares capital improvement project reports analyzing multi-funding sources and bond/grant requirements; and performs special assessment reconciliations. Prepare weekly productivity report for payables and receivables.
  • Leads and/or assists with the development and management of the department's operating and capital projects budgets, to include preparation, projections, analysis, and training of staff.
  • Performs other duties as needed, including those performed by subordinate fiscal, financial, and clerical staff. In the event of an emergency or disaster, an employee may be required to respond promptly to duties and responsibilities as assigned by the employee's department, Emergency Management, or County Administration. Such assignments may occur before, during, or after the emergency/disaster.
