About The Position

Step into an important role as a Fiscal Management Specialist 2 with the Department of Human Services (DHS). In the Bureau of Financial Management and Administration, you will help ensure that statewide mental health and substance abuse services have the financial resources they need. This position offers the chance to manage major federal grants, analyze funding needs, and support program success. This position manages federal grants, develops financial reports, and supports budget processes for the Office of Mental Health and Substance Abuse Services (OMHSAS). It ensures funds are tracked, analyzed, and used properly so critical programs remain stable and effective.

Requirements

  • One year as a Fiscal Management Specialist 1 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration)
  • One year of experience in professional fiscal administration, and a bachelor’s degree in business administration, accounting, finance, economics, or a related field
  • An equivalent combination of experience and training
  • Meet the PA residency requirement
  • Be able to perform essential job functions

Responsibilities

  • Manage federal grants, prepare applications, coordinate reporting, and oversee appropriation requests
  • Compile carryforward budgets, prepare spending plans, and support annual submissions to the Governor’s Budget Office
  • Produce and review monthly and annual fiscal reports, resolve concerns, and monitor funding status
  • Liquidate unspent grant and contract funds and coordinate federal closeout requirements with the Comptroller’s Office
  • Track county spending trends, monitor encumbered funds, and recommend adjustments to maximize available funds
  • Create funding codes, review balances, process invoices, and prepare financial data for reports and evaluations
