About The Position

The Department of Drug and Alcohol Programs (DDAP) is seeking a Fiscal Management Specialist 2 to conduct complex financial responsibilities for an agency whose mission is to engage, coordinate, and lead the Commonwealth of Pennsylvania’s effort to prevent and reduce drug, alcohol, and gambling addiction and abuse. This position supports the Fiscal Management Division by managing federal funds and completing important financial tasks that strengthen statewide substance use disorder programs. The role requires detailed analysis, careful documentation, and cooperation with staff across the Department of Drug and Alcohol Programs. As a Fiscal Management Specialist 2, you will perform duties related to grant oversight, budget support, compliance review, fiscal documentation, award tracking, and financial coordination.

Requirements

  • One year as a Fiscal Management Specialist 1 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • One year of experience in professional fiscal administration, and a bachelor’s degree in business administration, accounting, finance, economics, or a related field; or
  • An equivalent combination of experience and training.
  • Meet the PA residency requirement.

Responsibilities

  • Manage daily activities for State Opioid Response appropriations including expenditure reports, fund analysis, and financial adjustments
  • Assist in preparing spending plans, salary projections, and federal funds approval documents for budget processes
  • Examine federal guidelines and notices to ensure grant applications and awards meet all requirements
  • Prepare fiscal materials for applications, progress reports, budget revisions, and post award amendments
  • Monitor grant award conditions, deadlines, and reporting requirements to maintain compliance with federal agencies
  • Create and maintain spreadsheets and databases to evaluate expenditures and support program and audit requests
