About The Position

The Fiscal Compliance Specialist performs day-to-day fiscal monitoring, transaction testing, grant and contract compliance reviews, documentation, and corrective-action follow-up. Working under the direction of the Director of Fiscal Compliance, this position supports compliance with federal, state, and local requirements, including 2 CFR Part 200 (Uniform Guidance), organizational policies, and funding requirements.

Requirements

  • Bachelor’s Degree from an accredited college or university in Accounting, Finance, Business Administration, or related field with at least 3 years of experience in accounting, auditing, and financial compliance.
  • Strong knowledge of financial regulations and reporting standards
  • Thorough knowledge of GAAP, governmental accounting principles, and financial reporting standards.
  • Understanding of internal control framework and risk management principles
  • Strong analytical and problem-solving skills
  • Strong attention to detail and accuracy
  • Proficiency in financial software and ERP systems
  • Intermediate level of proficiency in Microsoft Word and Excel and automated accounting systems
  • Excellent written and verbal communication skills
  • Ability to manage multiple priorities and meet deadlines in a fast-paced environment
  • Ability to maintain confidentiality and exercise sound professional judgment and critical thinking skills
  • Strong organizational and project management skills
  • Excellent oral, written, and interpersonal skills
  • Ability to interact effectively with all levels of staff, subcontractors, vendors, and government agencies

Responsibilities

  • Monitor and review financial transactions to ensure compliance with applicable laws, regulations, organizational policies, grant requirements, and funding guidelines.
  • Perform detailed testing of expenditures, budgets, cost allocations, procurement records, and supporting documentation.
  • Review supporting documentation to verify that expenditures are allowable, properly approved, accurately allocated, and charged to the correct grant, contract, funding source, and reporting period.
  • Conduct routine fiscal monitoring and compliance reviews of grants, contracts, and fiscal processes in accordance with the annual monitoring plan.
  • Analyze grant and contract budget-to-actual results, expenditure trends, and variances, and identify potential overspending, underspending, or unallowable costs.
  • Apply relevant federal and state requirements, including 2 CFR Part 200 (Uniform Guidance), grant terms, cost principles, and organizational policies.
  • Draft monitoring reports, findings, and recommendations for review and approval by the Director of Fiscal Compliance, Management and regulatory agencies.
  • Support external audits and funding-agency reviews by compiling documentation and responding to assigned inquiries.
  • Develop and maintain internal controls and financial policies.
  • Identify potential compliance risks and exceptions, document findings, recommend corrective actions, and escalate significant matters to the Director.
  • Train staff in fiscal policies, grant requirements, and compliance procedures.
  • Maintain complete, audit-ready documentation for grants, contracts, monitoring activities, and funding agreements, and track corrective actions through closure.
