About The Position

The Honolulu Authority for Rapid Transportation (HART) is seeking a Fiscal Analyst (Level I, II, or III) to join its Project Controls team. This role is crucial for planning and constructing Honolulu's rail transit system, Skyline. The Fiscal Analyst will perform fiscal analysis, prepare cost reports, analyze financial trends, maintain and evaluate fiscal data within the Contract Management System, and ensure accuracy, compliance, and timely reporting. Depending on the level, responsibilities range from preparing monthly project cost reports and analyzing financial trends for ongoing construction activities (Level I) to leading complex financial analyses, overseeing cost reports, evaluating financial data and forecasts, monitoring contract contingencies, and recommending adjustments (Level II). The Fiscal Analyst III will serve as the lead fiscal specialist, overseeing project- and program-level financial activities, leading complex analyses, ensuring data accuracy and compliance, and guiding strategic adjustments. Requirements

  • A combination of education and experience substantially equivalent to graduation from an accredited college or university with major work in public or business administration, accounting, economics or a closely related field.
  • Level I: Three years professional experience in management, financial, budgetary, economic or tax analysis work.
  • Level II: Four years professional experience in management, financial, budgetary, economic or tax analysis work.
  • Level III: Five years professional experience in management, financial, budgetary, economic or tax analysis work.
  • Candidates must meet the health and physical condition standards necessary to perform the essential duties of the position.

Responsibilities

  • Independently prepares monthly project cost reports and analyzes financial trends for ongoing construction activities (Level I).
  • Maintains and evaluates fiscal data within the Contract Management System, ensuring accuracy, compliance, and timely reporting (Level I).
  • Supports cost tracking, payment processing, and reconciliation efforts while contributing to audits and process improvements (Level I).
  • Leads more complex financial analyses and oversees the preparation of monthly project cost reports to track budgets, expenditures, and progress across all phases of the Honolulu Rail Transit Project (Level II).
  • Evaluates financial data and forecasts, monitors contract contingencies, and identifies trends to recommend adjustments to project scope, design, and budget (Level II).
  • Develops and refines cost control procedures and ensures that cost and financial data meet City and Federal Transit Administration requirements (Level II).
  • Serves as the lead fiscal specialist, overseeing project- and program-level financial activities, including cost reporting, budget tracking, forecasting, and providing direction to other fiscal staff as needed (Level III).
  • Leads the most complex analyses, ensures the accuracy and compliance of financial data, and guides strategic adjustments related to budgets, contingencies, and project scope (Level III).
  • Supports executive decision-making by providing expert advice on financial policy, funding strategies, and regulatory requirements (Level III).
