About The Position

The Department of Labor & Industries (L&I) is announcing an exciting opportunity for a Fiscal Analyst 4! Reporting to the Payroll & Benefits Manager within the Office of Human Resources (OHR), this position is responsible for managing and devising methods and processes to resolve complex problems with a broad potential impact. This senior level position supports the Fiscal Analyst 5 (FA5) by overseeing reconciliations; which includes the Department of Retirement Systems, as well as 5187 (Industrial Ins. and Medical Aid Deductions Payable), 5111 (Accounts Payable) and 5124 (Accrued Salaries and Fringe Benefits Payable). The incumbent of this position has full authority to plan and prioritize the entirety of their workload in accordance with workload needs and requires little supervision to accomplish their tasks. This position supports the FA5 in Fiscal and Calendar Year End Preparation.

Requirements

  • Six years of professional accounting, auditing, budgeting or finance experience or other related professional experience. Includes progressively increased responsibility.
  • Work experience communicating complex concepts verbally and in writing.
  • Work experience reconciling.
  • Education with a focus on accounting, finance, business or related field may substitute year for year with experience.

Nice To Haves

  • Two (2) years of experience working in the State of Washington personnel or payroll office with 1 - 2 years of experience running reports and processing payroll in the SAP/HRMS ERP personnel/payroll system.
  • Familiarity with State of Washington civil service rules and collective bargaining agreement provisions.
  • Professional experience preparing, reconciling, and analyzing general ledger entries.
  • Professional experience in financial data analysis.
  • 6 - 12 months of experience in utilizing the Department of Retirement Systems’ ERA program.
  • Ability to interpret and apply state and federal rules and regulations as they relate to garnishments and employee benefits.

Responsibilities

  • Administer account access, Retiree return to work reporting, and requests for Employer Information on member accounts for L&I current and former employee accounts.
  • Advises payroll specialists on how to set up accounts from other plans and other specialized items.
  • Respond to audit inquiries and take corrective actions.
  • Monitor, analyze, adjust, and reconcile L&I payroll general ledgers.
  • Coordinate reconciliations with Payroll Specialists and Financial Management.
  • Provide recommendations, resolutions, and guidance while serving as the technical expert on the Payroll Revolving Account.
  • Support and Provide Backup to other Fiscal Analysts (FA3, FA2 and FA5).
  • Make recommendations for changes or refinement in budgeting areas.
  • Maintain knowledge of the state shared leave program and State Administrative and Accounting Manual Requirements.
