About The Position

Fiscal Analyst 1 We are hiring for a Fiscal Analyst 1. Based at Eastern State Hospital in Medical Lake, WA, a 367-bed inpatient psychiatric hospital with more than 700 employees. In this role, your attention to detail and analytical mindset will directly support critical behavioral health services. As a Fiscal Analyst 1, you'll handle essential accounting, purchasing, and contract support tasks that keep operations running smoothly and compliantly. You’ll work closely with program staff, vendors, and providers to ensure services are properly authorized, invoices align with contract specifications, and fiscal documentation meets the rigorous standards of state and federal regulations. Your work will contribute directly to quality healthcare delivery and the financial integrity of our services. Please note: This position is 100% in office. Opportunities performed on - site at this work location at least three days a week may be eligible for an additional 5% premium pay in addition to the advertised salary.

Requirements

• Bachelor's degree with a minimum of 12 semesters or 18 quarter hours in accounting, auditing, or budgeting.
• Professional experience may substitute for education, but not for the accounting, audit, or budget-related credit hours.
• Accuracy – Processing fiscal data and auditing transactions demands precision and consistency.
• Communication – You'll be coordinating with a wide range of internal teams and external partners, so clarity and professionalism are essential.
• Confidentiality – You’ll be handling sensitive financial and patient information; trust and discretion are non-negotiable.
• Technology proficiency – A solid working knowledge of Excel, Word, Outlook, and the ability to learn systems like AFRS, Acumatica, and Enterprise Reporting.
• Knowledge of accounting standards – Familiarity with GAAP, SAAM, and DSHS policy ensures your work aligns with state and federal regulations.
• Problem-solving – You’ll frequently need to spot inconsistencies, flag discrepancies, and resolve financial issues before they impact operations.
• Emotional intelligence – Professionalism and composure are key, especially when interacting with individuals experiencing behavioral or emotional challenges.

Nice To Haves

• A master's degree in a financial related field; or certification as a Public Accountant, Internal Auditor, Certified Governmental Financial Manager, or Management Accountant can be substituted for professional experience.

Responsibilities

• Prepare and analyze documents to determine action needed to account for each local funds account.
• Reconcile daily cash registers and prepare daily bank deposits.
• Prepare payment documents for expenses and reimbursement.
• Make purchases on behalf of ESH and patients.
• Process and maintain purchasing records for personal service requisitions and client service contracts.
• Verify and reconcile invoices with contracts, computing fees and ensuring appropriate documentation is in place.
• Communicate with vendors and providers about billing information and payment processes.
• Monitor receipt of goods and services to confirm contract compliance.
• Maintain accurate, confidential patient information in accordance with HIPAA regulations.
• Retrieve warrant register documentation and vendor remittance information for payment records.
• Audit fiscal transactions processed by other staff to ensure compliance with internal control requirements.
• Participate in general accounting and reconciliation duties, ensuring fiscal integrity and timely reporting.
• Support the team with ad hoc assignments and projects to respond to operational needs.
