DSHS FTAA IT Business Analyst - Journey
About The Position
The Department of Social and Health Services (DSHS) Finance, Technology, & Analytics Administration (FTAA) is seeking an IT Business Analyst for the Division of Information Technology (DIT) Business Services team. This role will support the accurate and timely delivery of software requirement specification artifacts, documenting new or modified system requirements including business, user, functional, and non-functional requirements. The position will provide support and problem resolution for the Automated Client Eligibility System (ACES) and its associated applications, databases, and projects, including eJAS, Washington Connection, Benefit Verification System, and the Eligibility Service. The Business Analyst will leverage knowledge of ACES system functionality, business analysis, the Software Development Lifecycle (SDLC), IT project management, and State and Federal statutes, policies, and regulations for public assistance programs. Responsibilities include quality assurance, troubleshooting, problem resolution, leading efforts for automated solutions, and applying project management skills for large-scale projects. A hybrid telework schedule may be considered. This project opportunity is expected to last until 06/30/2027.
Requirements
- Bachelor's Degree AND Four years of professional experience using ACES, eJAS, and Washington Connection to determine and maintain eligibility for public assistance programs.
- Experience should include consulting with others on the use of ACES, eJAS, and Washington Connection, analyzing ACES, eJAS, Washington Connection functionality issues, or providing support to other users of the software.
- 2 years hands-on experience utilizing eJAS may substitute for the ACES experience.
- One year of concurrent experience working as a Quality Assurance Analyst or Application Support Analyst using ACES, Washington Connection, or eJAS analyzing ACES, eJAS and Washington Connection issues.
- Additional equivalent professional experience may substitute for the degree.

Responsibilities
- Plan, analyze and develop business, functional and non-functional system requirements for new application development and enhancements of ACES, eJAS, Washington Connection, and the Benefit Verification System.
- Gather and extract details about core business processes, data needed for those processes, business rules, and external entities that interface with the systems, using expert knowledge of the systems.
- Analyze systems functionality to determine the current operational environment.
- Analyze requested changes compared to stated business objectives.
- Develop requirements for mission-critical systems such as ACES based on business needs.
- Promote alternative solutions and make recommendations.
- Facilitate the system requirements and system design approval process.
- Support, maintain, and enhance existing organization-wide, high-risk and impact, mission-critical applications.
- Lead and direct business meetings.
- Act as a liaison to other organizational offices on behalf of the Division of Information Technology (DIT), representing DIT's needs and concerns in areas such as cash, food, and medical program policy, automation, and planning.
- Lead work sessions with users, business partners, programmers, system architects, system test staff, and customer support staff to solve complex problems.
