About The Position

The Fire Marshal is responsible for supervising the review and approval of building plans for compliance with the fire/life safety standards of the Florida Fire Prevention Code. The position oversees research on building codes and enforcement issues, interprets applicable codes, and recommends revisions to codes and standards. The Fire Marshal supervises staff engaged in fire safety inspections, including high-rise, sprinklers, and residential care facility programs. This role exercises considerable independent judgment in determining compliance with codes and standards and in managing assigned programs. The Fire Marshal represents the City of Deerfield Beach Fire Rescue on various boards and committees and works under the general direction of the Deputy Fire Chief. The Fire Marshal ensures that all functions of the Fire Prevention Bureau are carried out in accordance with NFPA 1037 Fire Marshal Professional Qualifications.

Requirements

  • Bachelor's Degree from an accredited college or university with course work emphasis in Fire Science, Business or Administration, or closely related field.
  • Ten (10) years of progressively responsible experience with a career fire service organization in management, budget, plan review and fire inspections and investigations.
  • Florida Firefighter I and II Certifications.
  • Florida Fire Officer II Certification.
  • Florida Fire Safety Inspector I and II Certifications.
  • Certified Plans Examiner.
  • Florida Fire Investigator Certification.
  • CPR Healthcare Provider.
  • Emergency Vehicle Operation Course completion.
  • Must be able to obtain and maintain BORA Fire Marshal Certification within six months.
  • Must possess a valid Florida Class E driver’s license with an acceptable driving history, within 30 days of employment.
  • Must meet NFPA 1037 professional qualification requirements.

Nice To Haves

  • A State of Florida Fire Investigator Certification or International Association of Arson Investigators (IAAI)-Certified Fire Investigator (CFI) or NAFI Certified Fire and Explosion Investigator (CFEI).
  • ICS 300 and 400 preferred.
  • EMT or Paramedic preferred.

Responsibilities

  • Plans, assigns, reviews and participates in the work of subordinates performing building plan reviews for compliance with the Florida Fire Prevention Code and associated engineering calculations.
  • Plans, manages, and supervises fire safety inspection personnel to ensure compliance with local, state, federal, and applicable NFPA codes and regulations.
  • Confers with attorneys, public officials, architects, engineers, contractors, building officials, property owners, and Fire Rescue and Building Department staff regarding fire/life safety systems, inspection requirements, fire prevention practices, and enforcement matters.
  • Makes recommendations regarding operational policies, expenditures, objectives, work plans and other administrative matters.
  • Provides input on code interpretation, plans review, field inspections, and investigation of major fires.
  • Directs investigative actions in cooperation with agencies such as the State Fire Marshal’s Office, Police Department, FBI, and ATF.
  • Authorizes condemnation of hazardous installations, issues stop work orders, reviews citations and manages building closures.
  • Assists developers with permit procedures and approval requirements.
  • Conducts and/or coordinates research on building codes enforcement practices, recommends modifications to codes and fee schedules.
  • Calculates inspection fees, maintains records, and prepares revenue reports related to plans review and inspections.
  • Establishes and implements policies, procedures, and practices for the Fire Prevention Bureau and ensures compliance by personnel.
  • Represents of the Fire Prevention Bureau and City on development review committees and assesses the fire protection and water supply impacts of proposed developments.
  • Represents the Fire Rescue Department before the Unsafe Structure Board, Planning and Zoning Board, Code Enforcement Board, Board of Rules and Appeals, and related committees.
  • Reviews new and amended state laws relating to fire/life safety and advises senior leadership on their impact.
  • Directs and oversees fire investigations in accordance with NFPA standards.
  • Develops and implements public fire safety education programs.
  • Recommends hiring, promotion, discipline, and personnel actions; prepares performance evaluations and conducts evaluation conferences.
  • Assists in the preparation of the annual Fire Prevention Bureau budget including prioritized listings or recommendations for capital expenditures, purchase of new equipment, changes in personnel staffing and other expenditures, along with written justification for budget recommendations.
  • Participates in weekly meetings for EMS Bureau and special details.
  • Directs, performs and reviews a wide range of highly technical and specialized fire safety and prevention work.
