About The Position

Highly responsible administrative position requiring extensive knowledge of all codes and standards relating to fire prevention and State statutes relating to fire investigations. Position involves interaction with the general public, governmental agencies, and other entities and the conducting of any such investigations and examinations as may be necessary to faithfully discharge the duties of the office.

Requirements

  • Knowledge of fire prevention laws, codes, and ordinances administered by the Fire Prevention Section.
  • Knowledge of fire prevention, investigation, and inspection techniques.
  • Knowledge of building materials, construction practices, mechanical systems related to fire prevention, fire suppression, and the safeguarding of lives and property from fire.
  • Knowledge of management and supervisor techniques.
  • Knowledge of laws, court decisions, and legal opinions relating to the investigation and prosecution of arsonists and their accomplices.
  • Ability to manage the work of technical inspections staff.
  • Ability to read and interpret mechanical and building construction plans and specifications.
  • Ability to enforce fire prevention codes and ordinances firmly, tactfully, compassionately and impartially.
  • Ability to draft, revise, and render technical interpretations of fire prevention codes and ordinances.
  • Ability to conduct thorough fire investigations in conformance with legal requirements and procedures.
  • Ability to prepare written and oral reports and impart them effectively.
  • Ability to establish and maintain effective working relationships with other employees, law enforcement and inspectional services personnel, municipal officials, builders, and the general public.
  • Ability to bend, stand, and climb stairs and ladders.
  • Ability to lift up to 50 pounds.
  • Ability to communicate effectively using verbal, written and visual communication.
  • Possession of a Bachelors Degree from an accredited college or university in Fire Science or a closely related field.
  • Ten (10) years of experience with a career Fire Department which includes at least three (3) years performing as a Fire Inspector or Fire Investigator.
  • Three (3) years should be in a supervisor and/or management position.
  • Experience must include or be supplemented by in-service or other training in fire prevention codes enforcement, hazardous aspects of chemicals and explosives, construction plans review, and fire/arson investigation.
  • Must possess a valid Florida driver's license.
  • Must possess a valid State of Florida Fire Safety Inspector I Certificate.
  • Must possess Florida Fire Investigator I.
  • Must be Certified Firefighter II by the Florida Bureau of Fire Standards and Training.
  • Must become a Pasco County resident or live within an adjacent county within twelve months after employment date, as employee is subject to emergency response.
  • All employees will be required to work before, during, or after an emergency.

Nice To Haves

  • Plans Review is preferred.
  • Prior experience as a Fire Marshal or Assistant Fire Marshal is preferred.
  • Fire Safety Inspector II is preferred.
  • Florida Fire Investigator II is preferred.

Responsibilities

  • Supervises and directs the operation of the Fire Prevention Section.
  • Plans inspection procedures for fire prevention inspections of buildings and hazardous materials.
  • Reviews existing fire prevention codes for the purpose of recommending and/or writing proposed code changes.
  • Develops and supervises record keeping and record retention for operation of the Fire Prevention Section.
  • Supervises development of a fire prevention program and applies this program through an outreach of public education venues.
  • Approves all permit applications.
  • Responds to fire deaths, incendiary fires, multiple alarms, and natural disasters as required during and after normal business hours.
  • Attends executive and other staff meetings as required.
  • Serves on various committees related to mutual interest for the development of standards, codes, fire, and arson prevention.
  • Reviews inspection reports, writes correspondence, meets with building managers in reference to code violations or to provide constructive guidance relating to new construction or renovations of commercial buildings as these projects pertain to the compliance of code.
  • Consults with inspectors regarding fire safety problems not specifically covered by code.
  • Performs fire safety inspections alongside inspectors.
  • Supervises and performs incendiary fire investigations.
  • Assigns personnel to special duties as deemed necessary.
  • Reviews and approves new commercial construction plans to determine if buildings are being constructed to conform to fire safety codes.
  • Performs related work as required.
