About The Position

This position is in the Financial Management bureau. The incumbent will be responsible for the management and supervision of the department’s grant reimbursements and financial reporting. Work includes the identification and resolution of operational and management problems in these areas. This position uses independent judgment managing and supervising subordinates performing varied accounting and administrative responsibilities within the Financial Management bureau.

Requirements

  • A combination of at least three years of State of Florida accounting or State of Florida grant management experience.
  • Knowledge of the principles and techniques of effective communication;
  • Knowledge of accounting principles, practices and procedures;
  • Knowledge of the methods of data collection;
  • Knowledge of the principles and practices of supervision and management;
  • Knowledge of the Florida Accounting Information System (FLAIR);
  • Ability to develop and monitor policies and procedures relating to accounting processes;
  • Ability to develop and organize data into logical format for presentation in reports, proposals and other written documents;
  • Ability to utilize problem solving techniques;
  • Ability to analyze and interpret accounting data;
  • Ability to determine work priorities, assign work and ensure proper completion of work assignments;
  • Ability to supervise people;
  • Ability to communicate effectively;
  • Ability to establish and maintain effective working relationship with others;
  • Ability to use computer software, including, including but not limited to Microsoft Excel and Word;
  • Ability to research and find errors in reconciliation.

Responsibilities

  • Recommending and establishing systems to achieve operational objectives by prioritizing assignments and establishing workloads;
  • Analyzing problems and recommending solutions to management;
  • Assisting in the development and implementation of more effective accounting procedures and controls;
  • Reviewing established procedures to evaluate efficiency and effectiveness;
  • Handling processes relating to personnel including hiring, establishing performance standards, training, evaluations, and other personnel related matters;
  • Interfacing with departmental members, state agencies, vendors and others as necessary;
  • Interpreting and administering pertinent federal and state rules, regulations, and statutes in accordance with sound accounting principles;
  • Recommending accounting policies to maximize efficiency and effectiveness, as well as ensure compliance with OMB 2 CFR Part 200 and relevant Florida Statutes, rules and department policies;
  • Preparing financial reports and cost projections as needed;
  • Ensuring grant expenditures are eligible for payment and are compliant with the provisions of the grant document and applicable state and federal requirements;
  • Reviewing and submitting all financial claims, federal financial reports, close out reports or other financial reports required by grantors.
