About The Position

The City of Springfield is seeking applicants for a Financial Analyst position within the Office of Public Utilities, Fiscal Services Division. This role is responsible for preparing and analyzing monthly financial reports, supporting fiscal projects, providing data for long-range planning, and assisting in rate studies. The position is located at the CWLP GENERAL OFFICE in Springfield, Illinois.

Requirements

  • Bachelor’s degree in finance, economics, business administration, or accounting, or an equivalent combination of training and experience.
  • One year of professional experience in financial analysis and reporting.
  • Strong knowledge of economics, finance, accounting, and budgeting principles and practices.
  • Ability to analyze large datasets and translate them into clear, accurate reports.
  • Ability to apply established financial, economic, and budgeting policies across a variety of scenarios.
  • Ability to communicate effectively and collaboratively in both oral and written form with internal stakeholders at all levels, including senior leadership, as well as external governmental and private sector partners.
  • Current City employees must have completed their probationary period and attained certified status in their current position.

Responsibilities

  • Prepare and analyze monthly financial reports to monitor budget performance (capital, labor, operating, auxiliary services), identify variances, and provide financial, statistical, and policy analysis to support management decision-making.
  • Support fiscal projects by compiling and analyzing data from general ledger, billing, and budget systems, producing tables, charts, and reports for management, customers, and other departments.
  • Provide financial and operational data to support long-range planning for electric and water systems, including future generation, water supply needs, rate comparisons, and system design considerations.
  • Assist in developing revenue requirement, cost of service, and rate design studies while tracking and analyzing monthly water and electric consumption and revenues by customer, rate class, and geography to assess fund adequacy.
