About The Position

N2IA Technologies is seeking a Financial Analyst to support a federal customer with financial management, cost estimating, budgeting, forecasting, invoice analysis, funding execution, and cloud cost management. This position is ideal for an analyst with experience supporting federal government programs who can work across financial, acquisition, contractual, and technical data. The successful candidate will support day-to-day financial execution while also helping government stakeholders understand cost trends, forecast future requirements, identify financial risks, and improve the efficiency of program resources. The position will also support financial management of cloud and technology services, including expenditure analysis, forecasting, invoice validation, cost optimization, and funding tracking.

Requirements

• Bachelor's degree in Finance, Accounting, Economics, Business Administration, Mathematics, or a related field.
• 5+ years of relevant professional experience in financial analysis, cost estimating, budgeting, program control, financial management, or similar analytical work.
• Experience supporting federal government programs, contracts, acquisitions, or financial-management activities.
• Demonstrated knowledge of general accounting principles and financial management practices.
• Experience developing or maintaining financial planning models and decision-support tools.
• Experience developing cost estimates, financial forecasts, budgets, burn-rate analyses, or similar quantitative products.
• Strong Microsoft Excel skills, including formulas, pivot tables, financial modeling, data reconciliation, and analytical reporting.
• Ability to analyze financial and technical information and translate findings into clear, actionable recommendations.
• Strong attention to detail and demonstrated ability to maintain accurate financial records and analyses.
• Strong written and verbal communication skills, with the ability to explain financial information to both technical and non-technical audiences.
• Ability to work independently in a remote environment while collaborating effectively with government and contractor teams.
• U.S. Citizenship and ability to obtain an FAA Public Trust.

Nice To Haves

• 10+ years of relevant professional experience in financial analysis, cost estimating, budgeting, program control, financial management, or similar analytical work.
• Experience supporting FAA, DoD, or another federal agency.
• Familiarity with federal budgeting, appropriations, obligations, expenditures, and funding execution.
• Experience developing IGCEs, ROMs, BOEs, lifecycle cost estimates, or other cost-estimating products.
• Experience supporting contract financial management, purchase requests, funding agreements, or contract modifications.
• Familiarity with federal contract types, including Firm-Fixed-Price and Time-and-Materials.
• Experience reviewing vendor invoices and reconciling financial data.
• Experience with Power BI, Power Query, or similar business-intelligence tools.
• Familiarity with AWS and/or Microsoft Azure cost-management capabilities.
• Exposure to Cloud FinOps, cloud budgeting, Reserved Instances, Savings Plans, utilization monitoring, forecasting, or cost optimization.
• Experience with SQL, Python, Power Automate, or other analytics and automation tools.
• Relevant certifications in cost estimating, FinOps, AWS, Azure, financial management, or project management.

Responsibilities

• Support federal budgeting, financial planning, execution tracking, forecasting, and financial analysis.
• Provide financial analysis, cost control, customer pricing, budgeting, forecasting, and recurring financial reporting.
• Monitor and analyze expenditures, obligations, funding levels, burn rates, and projected financial requirements.
• Monitor individual cloud account budgets using automated scripts, alerts, and financial management tools and investigate unexpected or above-budget expenditures.
• Gather, validate, and maintain financial projections from program customers and stakeholders.
• Develop cost estimates for new requirements, changes to existing requirements, technology investments, and cloud workloads.
• Support development of Independent Government Cost Estimates (IGCEs), Rough Orders of Magnitude (ROMs), Basis of Estimates (BOEs), cost models, and other analytical products.
• Analyze historical cost data, labor rates, technical requirements, schedules, and other cost drivers to develop defensible estimates and forecasts.
• Develop burn-rate analyses, spend projections, funding forecasts, and what-if scenarios to support program decisions.
• Track new awards, funding actions, contract modifications, and closures and maintain accurate financial records and supporting documentation.
• Support the development and tracking of funding agreements, acquisition requests, purchase requests, and other financial actions.
• Coordinate with government financial, acquisition, contracting, program management, and technical stakeholders to facilitate timely approvals and resolve financial issues.
• Track, review, and validate vendor and cloud service provider invoices for accuracy and completeness.
• Reconcile invoice information against expenditures, funding, usage, and other supporting documentation and identify discrepancies requiring resolution.
• Prepare recurring financial reports, forecasts, burn-rate summaries, dashboards, presentations, and management briefings.
• Track current funding levels, dollars spent, funds remaining, and projected dates for significant funding thresholds or exhaustion.
• Develop monthly and cumulative financial projections for remaining periods of performance.
• Analyze cloud expenditure and consumption data and assist with forecasting future cloud costs.
• Identify potential savings, cost avoidance, and resource optimization opportunities across technology and cloud environments.
• Support tracking of cloud budgets, Reserved Instances, Savings Plans, utilization alerts, and other cloud financial-management activities.
• Use Microsoft Excel, Power BI, and related tools to analyze financial and operational data and communicate findings.
• Identify opportunities to automate or streamline financial reporting, forecasting, cost estimating, reconciliation, and data-analysis processes.
• Document methodologies, assumptions, data sources, and analytical conclusions to ensure financial analyses and cost estimates are transparent, repeatable, and defensible.
