About The Position

We are seeking a financial analyst who will focus on budget preparation, cost analysis and control, financial reporting, and other special assignments, requiring knowledge of systems and methods commonly used in the financial community. This position resides in the Business Operations Division and will support the Financial Planning group at Oak Ridge National Laboratory (ORNL).

Requirements

  • A BS/BA degree in finance, accounting, or a business-related field and and a minimum of 2 years of related experience in finance or accounting.
  • Demonstrated planning and organizational skills.
  • Excellent problem analysis and resolution skills.
  • Excellent attention to detail and well-developed written and oral communication skills.
  • Demonstrated ability to assess priorities, allocate workloads and meet conflicting deadlines.
  • Proficiency in applying accounting principles, policies, and procedures.
  • Ability to interface with scientific and technical staff utilizing excellent human relations skills.
  • Requires proficiency in Microsoft Office, Excel (including pivot tables and advanced formulas) and Adobe Acrobat.
  • Ability to become familiar with the ORNL Accounting system and external databases to proficiently perform responsible tasks.
  • This position requires the ability to obtain and maintain an HSPD-12 PIV badge.
  • For employment at Oak Ridge National Laboratory (ORNL), a Real ID compliant form of identification will be required. Additionally, ORNL is subject to Department of Energy (DOE) access restrictions. All employees must also be able to obtain and maintain a federal Personal Identity Verification (PIV) card as mandated by Homeland Security Presidential Directive 12 (HSPD-12) and Department of Energy (DOE) Order 473.1A, which requires a favorable post-employment background investigation.
  • To obtain this credential, new employees must successfully complete and pass a Federal Tier 1 background check investigation. This investigation includes a declaration of illegal drug activities, including use, supply, possession, or manufacture within the last year. This includes marijuana and cannabis derivatives, which are still considered illegal under federal law, regardless of state laws.

Responsibilities

  • Responsible for account management, funds control, budget planning, budget allocations, cost analysis, cost transfers, special requests, and interaction with project staff to resolve problems.
  • Responsible for planning, coordination, and final preparation of project/program budgets and evaluation of changing funding levels.
  • Performs cost analysis on interdivisional projects of major significance.
  • Provides professional guidance to management regarding budgeting and accounting policies, methods, and techniques.
  • Prepares and ensures compliance with monthly and quarterly reporting requirements and year-end close-out requirements.
  • Prepares and delivers financial presentations to Division Directors, Section Heads, and/or Group Leaders within assigned technical directorate and to Business Services leadership.
  • Prepare models, analytical studies, and reporting for laboratory costs and indirect rates.
  • Identify and remain compliant with financial laws and regulations.
  • Respond to and follow up to ad hoc requests from project staff for financial information.
  • Ensures compliance with environment, safety, health, and quality program requirements.
