About The Position

The Department of Economic Security, Division of Financial Operations, Accounting Administration, is seeking an experienced and highly motivated individual to join our team as a Financial Analyst 3. Under the direction of the Accounting Manager, the Financial Analyst 3, is responsible for the rigorous financial management of assigned agency programs and centralized funds, ensuring that all general ledgers and applicable bank accounts are managed in strict adherence to Generally Accepted Accounting Principles (GAAP) and governmental accounting standards. Major duties include: managing the overall reconciliation of complex accounts; acting as the primary fiscal point of contact for internal and external auditors, overseeing the preparation and submission of federal and state financial reports; and developing strategic financial planning reports and projection models. This role serves as a premier fiscal subject matter expert, consulting with executive leadership on budget solutions, developing rigorous fiscal controls to mitigate audit risks, and managing chart of account elements in the statewide accounting system and applicable program sub-systems. This position may offer the ability to work remotely, within Arizona, based upon the department’s business needs and continual meeting of expected performance measures. Requirements

Generally Accepted Accounting Practices (GAAP).
Fiscal management and budgetary control.

Proficiency in statutory and rules interpretation.
Initiating and reviewing expenditure corrections, journal vouchers, and cash receipts.
Experience in bank reconciliation is required.

A bachelor's degree in accounting, finance, economics, business, public administration, or a related field is required.
Driver’s License Requirements: Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance.
Successfully pass background and reference checks; employment is contingent upon completion of the above-mentioned process and the agency’s ability to reasonably accommodate any restrictions.
All newly hired State employees are subject to and must successfully complete the Electronic Employment Eligibility Verification Program (E-Verify).

Nice To Haves

Master's degree in one of these fields and/or professional certification (e.g. CPA) is strongly preferred.
Prefer practical work experience managing the accounting/budget/finances of a large, complex organization.

Responsibilities

Manages the overall reconciliation of complex accounts, general ledgers, and centralized bank accounts specific to the assigned programs.
Coordinates the reconciliation of revenue and expenditure reports between financial management control systems and host accounting systems, ensuring all financial activities are strictly compliant with GAAP and governmental accounting standards.
Recruits, develops, and leads a diverse team of accountants and fiscal professionals.
Assigns a wide variety of accounting tasks and ensures staff produce accurate, audit-compliant work. Coaches and mentors staff towards a continuous improvement culture, emphasizing accuracy and rigorous documentation in daily operations to proactively mitigate audit risks.
Reviews complex data summarizing financial transactions, communicating audit statuses, potential risks, and strategic recommendations to the executive leadership team.
Directly responds to audit inquiries and develops corrective action plans for any identified audit findings.
Revises, modifies, and develops procedures and controls related to fiscal issues to maintain a bulletproof internal control structure.
