About The Position

We are seeking an experienced and strategic financial leader to oversee all financial operations of the organization. The ideal candidate will bring senior-level financial management experience within a public agency or a similarly sized organization, with a strong background in governmental accounting, budgeting, and compliance. This role is responsible for ensuring financial integrity, regulatory compliance, and long-term fiscal sustainability.

Requirements

• Extensive senior financial management experience (Controller, Finance Director, CFO) within a public agency or similarly complex organization.
• Demonstrated experience managing large-scale budgets of $100 million or more.
• Proven leadership experience managing and developing teams of 25-30+ staff.
• Strong knowledge of governmental accounting principles, audits, and regulatory compliance requirements.

Nice To Haves

• Experience with utility rate modeling, including both retail and wholesale structures, is highly preferred.

Responsibilities

• Lead and manage all financial functions, including budgeting, forecasting, financial reporting, and audits for an organization with a budget exceeding $100 million.
• Provide strategic financial guidance to executive leadership and support organizational decision-making through data-driven insights.
• Oversee and mentor a finance department of approximately 30 staff, fostering a culture of accountability, collaboration, and continuous improvement.
• Ensure proper internal controls, policies, and procedures are in place and consistently followed.
• Ensure compliance with all applicable governmental accounting standards and regulatory requirements, including coordination with auditors and adherence to Washington State Auditor requirements.
• Develop and manage utility rate structures, including both retail and wholesale pricing models, in alignment with the organization's water and sewer service operations.
