About The Position

The Department of Conservation and Recreation (DCR), Division of Water Supply Protection's Quabbin Reservoir & Ware River Region is seeking applicants for the position of Field Operations Team Leader (FOTL). This role involves supervising, planning, assigning, and reviewing the activities of watershed maintenance staff to ensure the proper operation and maintenance of the Quabbin Reservoir/Ware River Region for the drinking water supply. Requirements

  • At least six (6) years of full-time, or equivalent part-time, experience in forestry or park management.
  • Of the forestry or park management experience, four (4) years must be in a supervisory or managerial capacity.
  • Any equivalent combination of required experience and substitutions.
  • A current and valid motor vehicle driver's license at a class level specific to assignment.
  • Practical Pool Management Plus (PPM) certificate within twelve (12) months of hire (if assignment includes aquatics facilities).

Responsibilities

  • Plans, coordinates, assigns, and supervises the work of five groups within the Watershed Maintenance Section: Belchertown Watershed Maintenance, New Salem Watershed Maintenance, Oakham Watershed Maintenance, Mechanics, and Facilities Maintenance.
  • Oversees the care, maintenance, and operation of state-operated boat launch areas, Quabbin Park, Quabbin Park Cemetery, buildings, grounds, roads, fields, vehicles, heavy equipment, boats, and other equipment used in watershed land and facility operations.
  • Develops annual work plans with group supervisors and verifies work completion through field inspections, direct communication, and work reports, ensuring accuracy, compliance, quality, and neatness.
  • Supervises time records of direct reports, including reviewing and approving time sheets, leave requests, and overtime submittals; reviews daily work plans and weekly progress reports for personnel and payroll records.
  • Assists in soliciting vendors for prices and purchasing equipment and specialized services for operation and maintenance.
  • Conducts annual performance reviews (EPRS) and Form 30 development for direct reports and their subordinates.
  • Oversees construction and repair projects related to watershed maintenance.
  • Conducts meetings and job interviews, carries out disciplinary actions, and evaluates employee performance.
  • Coordinates, oversees, and assists during unforeseen emergencies such as power outages, storm events, and facility problems to protect the drinking water supply.
  • Confers with agency personnel to resolve problems, provide information, and make recommendations regarding assigned unit activities.
  • Works with Watershed Rangers, forestry, environmental quality, natural resources, engineering, and interpretive services to support maintenance needs.
  • Maintains records and prepares computer-generated work schedules, work plans, seasonal mowing plans, snow operation reports, and reports on work progress, personnel utilization, and material disposal.
  • Develops and oversees seasonal operation programs including Snow Operations, Vegetation Control, Storm Debris Removal, Quabbin controlled deer hunts, boat launch areas, and Spill/Dumping Response Operations.
  • Provides updates for quarterly and annual reports for the Work Plan.
  • Develops watershed maintenance tasks for the DWSP Annual Work Plan and Watershed Protection Management Plans.
  • Assists with the development and implementation of safety practices and precautions for watershed system care, maintenance, and operation.
  • Coordinates activities with other agencies such as Mass Wildlife, MA DOT, local highway departments, fire, and police departments as needed.
  • Performs related duties as assigned.
