About The Position

The Honolulu Board of Water Supply is seeking a Field Operations Manager (Program Administrator) to lead the Field Operations Division in administering all of its programs. This role involves strategic leadership, resource management, stakeholder engagement, infrastructure and capital planning, performance and innovation, and service delivery. The position is classified as a Disaster Response Worker and may require working in adverse weather conditions and additional hours during emergencies to restore water service. Actual salary will be commensurate with applicable experience.

Requirements

  • Citizen, national or permanent resident alien of the United States or a non-citizen eligible under federal law for unrestricted employment.
  • Graduation from a regionally-accredited college or university with a bachelor's degree in engineering.
  • Four (4) years of administrative experience relating to the design, construction, installation, and/or maintenance of a major facilities or systems encompassing field operations of a large geographic area.
  • Knowledge of engineering principles and practices related to the operation, maintenance, and repair of major facilities and systems.
  • Ability to direct and administer facility maintenance and emergency repair programs.
  • Ability to analyze complex problems and develop effective solutions.
  • Ability to interpret and apply laws, regulations, policies, and procedures.
  • Ability to manage resources, establish priorities, and achieve organizational objectives.
  • Strong written and verbal communication skills.
  • Ability to build collaborative relationships, foster teamwork, and lead staff effectively.
  • Possession of a valid license as a professional Engineer in the State of Hawaii (or a current out-of-state professional Engineer license, with the requirement to obtain a Hawaii license prior to appointment).

Responsibilities

  • Determine operational priorities for the division and its programs and align them with the Board's vision and mission, the division’s strategic goals and objectives, and statutory responsibilities.
  • Effectively optimize financial, human, and material resources to achieve organizational goals.
  • Build and maintain effective working relationships and collaborative partnerships with internal and external stakeholders.
  • Confer with BWS engineers on the design of capital projects to ensure layout of mains, facilities, equipment, and other details consistent with BWS design and construction goals, objectives, and standards.
  • Drive operational excellence through performance management, continuous improvement, and implementation of industry best practices.
  • Develop and implement innovative, resilient strategies to enhance service.
  • Perform other related duties as required.
  • Staff the Departmental Operations Center (DOC) in times of emergency.
  • Oversee and coordinate emergency repairs to restore water service as quickly and safely as possible during emergencies.
