About The Position

The Federal Procurement & Supply Chain Manager will work closely with cross-functional teams, vendors, and suppliers to develop and implement effective U.S. Government contract procurement strategies, ensuring compliance with company policies and regulations. This successful candidate will play a critical role in the procurement process by overseeing the entire contract lifecycle, ensuring contracts are properly negotiated, executed, and managed. A successful candidate will have prior experience with large U.S. Government contractors in a purchasing, sourcing, or government compliance role (required), and experience with Contractor Purchasing System Reviews (CPSRs) would be beneficial. In addition, the successful candidate will have strong analytical skills, excellent attention to detail, and the ability to work independently and collaboratively in a fast-paced environment.

Requirements

  • 5+ years’ experience with a Bachelor's Degree or 3+ years’ experience with a Master's in areas such as Procurement, Supply Chain Management or equivalent.
  • Proven experience as a procurement manager (or in a similar role), preferably in a procurement or supply chain management function.
  • In-depth knowledge of federal procurement processes, best practices, and regulations.
  • Understanding of procurement requirements for both grants and contracts.
  • Familiarity with government contracting and compliance requirements, including TAA and BAA.
  • Proficiency in procurement tools, contract management software, and Microsoft Office Suite.
  • Strong understanding of procurement principles, contract law, and contract management.
  • Solid grasp of legal and commercial terms used in contracts.
  • Excellent negotiation and communication skills that support effective collaboration with vendors, suppliers, and internal stakeholders.
  • Proficiency in contract drafting and negotiation techniques, ensuring agreements are comprehensive and aligned with business objectives.
  • Ability to manage multiple projects, prioritize tasks, and meet deadlines in a fast-paced environment.

Responsibilities

  • Collaborate with internal departments, including supply chain, procurement, legal, finance, and operations, to develop U.S. Government compliant procurement strategies from initial sourcing activities through product development.
  • Evaluate changes to suppliers, vendors, or material requirements against award terms and conditions.
  • Review vendor and supplier agreements to ensure procurements in support of Federal awards comply with applicable sections of the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), other applicable Code of Federal Regulations (CFR) requirements, and award terms and conditions.
  • Maintain and apply extensive technical knowledge of U.S. Federal procurement requirements to maintain ongoing compliance and identify improvement opportunities.
  • Participate in procurement activities to ensure compliance with government award requirements and company policies and procedures.
  • Conduct thorough market research to identify potential vendors and suppliers, evaluate their capabilities against U.S. Government requirements, and negotiate favorable terms and conditions.
  • Collaborate with internal departments to prepare documentation to substantiate sourcing decisions, to include, but is not limited to, cost or price analysis, source justifications, consent to subcontract approvals, evidence of competition, representations and certifications, and commercial item determinations.
  • Participate in the entire contract lifecycle, including drafting, negotiating, and executing contracts with vendors and suppliers, which includes ensuring appropriate U.S. Government flow-down clauses are included in vendor and supplier agreements and required representations or certifications are obtained.
  • Monitor vendors and suppliers performing on government funded agreements for project completion and readiness for close-out.
  • Provide routine evaluation of approved supplier lists and long-term agreements for continued compliance with regulatory requirements and price reasonableness.
  • Support completion of mandatory reporting requirements, such as small business participation, the Federal Funding Accountability and Transparency Act, executive compensation reporting, and incurred cost submissions.
  • Monitor supplier and vendor performance and compliance, ensuring all parties fulfill their obligations and contractual requirements.
  • Identify performance or compliance matters requiring customer notifications and collaborate with internal departments to prepare and distribute such notifications.
  • Maintain accurate and up-to-date contract records and documentation, including procurement checklists, contract changes, renewals, and amendments.
  • Assist with resolving any contractual disputes or issues that may arise, working closely with stakeholders to find mutually beneficial solutions.
