About The Position

The Oklahoma Office of Juvenile Affairs (OJA) is seeking a Federal Grants Manager to manage federal grants, including Title II Formula awards. This role ensures compliance with funding requirements, monitors sub-recipient outcomes, and oversees their performance and accountability in grant fund usage. The position is responsible for preparing and disseminating outcome reports to various stakeholders and advising executive leadership on grant performance. It also involves representing the agency in communications with federal oversight entities and working closely with the Title II Formula Funding Grant Administrator. The Federal Grant Manager is supervised by the Deputy Chief of Operations.

Requirements

  • Bachelor's degree in business administration, computer science, information systems management, or a related scientific or technical discipline.
  • One year of experience in project management.
  • Valid Oklahoma driver's license at time of appointment.
  • Willingness to travel for grant-related activities and federal/state reporting requirements.
  • Ability to pass OSBI and FBI background check.

Responsibilities

  • Provide agency-wide coordination, direction, or management in the planning, development, and implementation of grant-funded projects for the agency.
  • Ensure all programs are aligned with OJJDP requirements, federal regulations, and agency goals.
  • Collect and analyze project requirements, define scope, create work breakdown structures, and verify and control the scope of the project.
  • Ensure key projects are properly planned to identify resources required, alternatives offered, build consensus, establish and monitor timeframes needed to complete projects according to state or agency deadlines.
  • Work closely with key staff to develop and update Standard Operating Procedures for each stage of the associated grant cycle.
  • Direct the collection, analysis, and evaluation of outcomes data.
  • Provide reporting on program performance and continuous improvement.
  • Oversee Title II and other federal grant reporting requirements, including timely submissions, data quality, and sub awardee compliance with federal regulations.
  • Serve as the system administrator for agency’s grant management system program, FLUXX.
  • Maintain data accuracy, internal and external user support, and data integration with agency reporting systems.
  • Streamline digital application and reporting processes to reduce administrative burden and increase transparency.
  • Act as primary point of contact with subrecipients, funders, and oversight agencies.
  • Provide training and technical assistance to ensure compliance with federal and state reporting requirements.
  • Utilize project management tools for task tracking, reporting status, financial tracking, and resource utilization reporting.
  • Ensure resources are used efficiently, in accordance with federal and state guidelines.
  • Develop and implement quality assurance and performance measurement strategies.
  • Identify risks, implement corrective actions, and strengthen grant management workflows.
  • Demonstrate knowledge of and support for the mission, vision, and values of the agency.
  • Maintain discretion and confidentiality with sensitive financial and programmatic data.
  • Ability to multi-task and adapt to demanding and changing timelines.
  • Represent the agency in federal and state-level discussions regarding grant compliance and outcomes.
  • Provide initial onboard and ongoing training and technical assistance to sub awardees on compliance, reporting requirements, and system navigation (FLUXX, Sam.gov, JustGrants).
  • Serve as point of contact internally for grant staff/other departments for system navigation of FLUXX.
  • Ability to work effectively in a team environment while building strong relationships with all levels of staff and effectively collaborating, communicating, respecting, and assisting peers.
